Mr. Biden brought John Kerry, another combat veteran-turned-senator who ultimately joined Mr. McCain to normalize relations between Washington and Hanoi in 1995. For Mr. McCain and Mr. Kerry, the bloody battles of Vietnam changed their lives, leaving scar tissue so indelible that it shaped their thinking and careers for decades. While a contemporary of his two veteran friends, Mr. Biden never served in uniform, yet neither did he protest the war along with others of his age. For Mr. Biden, then, agreeing to a new strategic relationship with Vietnam during his trip was more about countering China than about exorcising ghosts of the past. It was apragmatic geopolitical calculation: Vietnam wants more distance from Beijing, and the United States wants more friends in the region.

Monahan covered the subject fully,” Mr. McConnell said Wednesday, referring to a letter his office released from Dr. Brian P. Monahan, the attending physician of Congress. They cast doubt on Dr. Monahan’s assessment that the incidents were merely part of a normal recovery from a concussion Mr. McConnell had sustained in March after falling at a Washington hotel. But on Wednesday, after three consecutive questions about his health, Mr. McConnell abruptly ended the news conference. Famously tight-lipped and difficult to read even in his prime, Mr. McConnell offered his colleagues little more detail in the semi-privacy of the weekly Senate Republican lunch, the first time G.O.P. Mr. McConnell told them that he had only frozen up twice, and simply had the misfortune of doing it both times on camera.

Samuel Joseph Wurzelbacher, who briefly became “Joe the Plumber,” the metaphorical American middle-class Everyman, by injecting himself into the 2008 presidential campaign in an impromptu nationally-televised face-off with Barack Obama over taxing small businesses, died on Sunday at his home in Campbellsport, Wis., about 60 miles north of Milwaukee. The cause was complications of pancreatic cancer, his wife, Katie Wurzelbacher, said. Mr. Obama, then a United States senator from Illinois, was campaigning on Shrewsbury Street in Toledo, Ohio, on Sunday, Oct. 12, 2008, when Mr. Wurzelbacher interrupted a football catch with his son in his front yard to mosey over and confront the Democratic nominee about his proposed tax increase for small businesses. During a cordial but largely inconclusive five-minute colloquy in front of news cameras, Mr. Wurzelbacher said he was concerned about being subject to a bigger tax bite just as he was approaching the point where he could finally afford to buy a plumbing business, which he said would generate an income of $250,000 a year. Three days later, “Joe the Plumber,” as he was popularized by Mr. Obama’s Republican rival, Senator John McCain of Arizona, was invoked some two dozen times during the final debate of the presidential campaign.

Vance on Thursday asked U.S. Steel (CLF.N) to rule out a foreign buyer, in a sign that the emerging bidding war for the iconic steel producer could run into political headwinds. Vance, a Republican, said potential U.S. buyers for the Pittsburgh-based company should have priority because domestic steel production is an important aspect of national security. "It appears to be political grandstanding from somebody out making a name for themselves more than any national security interest, said Spoores, principal analyst at CRU Group. Vance was elected to the Senate in 2022 after winning the endorsement of former President Donald Trump, a Republican who also pushed for greater domestic steel production.

Now the news agency is the first to detail how Mexican drug gangs have harnessed legitimate remittance networks to repatriate their U.S. drug profits, and the factors that make this activity so difficult for authorities to detect and thwart. But authorities say Mexican drug cartels are piggybacking on this legal network to repatriate earnings from U.S. narcotics sales. A Reuters search of Mexican court records dating back to 2012 turned up no cases involving money laundering through remittances. Still, prosecutors in those cases mentioned several of those firms in court documents because they said the defendants had used their platforms to wire drug money. His office did not respond to requests for comment about law enforcement allegations that Mexican cartels are using remittances to launder drug money.

The sparsely populated nations, whose territories cover vast areas of the Pacific, have relations with the United States governed by so-called Compacts of Free Association. "The strategic location of these islands is integral to our national security, but the lack of direct security channels between our nations creates risk," she added. An Ernst aide said Palau had already established a national security council and the other COFA states were actively considering doing so. He noted that the U.S. has significant military installations on the islands, including high-powered radar on Palau and its main long-range missile testing site in the Marshall Islands. The councils would comprise members of respective COFA states and make use of Pentagon-approved communications equipment to prevent Chinese espionage and allow sharing of intelligence, he said.

Senator Joe Manchin (D-WV) arrives prior to Israeli President Isaac Herzog's address to a joint meeting of Congress at the U.S. Capitol in Washington, July 19, 2023. WASHINGTON — Sen. Joe Manchin on Thursday called on his colleagues to take sorely needed budgetary steps to strengthen the economy after Fitch credit analysts' recent decision to downgrade the United States' long-held foreign issuer default rating. Fitch downgraded the U.S. credit rating from AA+ to AAA on Tuesday, months after having placed the nation's rating on negative watch in May. The credit rating firm cited the U.S. government's lengthy debt ceiling debate, along with the Jan. 6, 2021 insurrection at the U.S. Capitol, in its decision. Manchin's warning comes a day after Treasury Secretary Janet Yellen called the Fitch downgrade decision "entirely unwarranted" based on a "flawed assessment."

SYDNEY, Aug 1 (Reuters) - A senate committee investigating how foreign powers use social media to interfere in Australia has recommended a swathe of rules and restrictions for social media platforms, including potentially banning Chinese messaging service WeChat on government devices. Tuesday's report contains 17 recommendations including new transparency rules enforceable by fines, expanding an existing TikTok ban on government devices to contractors and investigating a ban on WeChat on government devices. "Platforms like TikTok and WeChat that are subject to the control of authoritarian regimes illustrate the broader cyber security risk to sensitive government information," he said in a statement. The committee also recommended that Australia helps developing countries in the Indo-Pacific resist "malicious information operations" by authoritarian states. While many recommendations singled out Chinese social media platforms, a set of 11 transparency rules would require all large social media platforms to label state affiliated media accounts, and disclose when governments direct content moderation and actions against accounts of elected officials.

WASHINGTON, July 28 (Reuters) - Facing uphill re-election battles in 2024, vulnerable Senate Democrats are pushing legislation that promotes "Buy America" policies, attempting to bolster their party on a brand of economic populism they hope will keep them in the majority. The Senate Commerce Committee on Thursday advanced a bill from Democratic Senator Tammy Baldwin and Republican Senator J.D. "There's definitely momentum," Senator Gary Peters, a Democrat from Michigan and chair of the Senate Democrats' campaign committee, citing the COVID-19 pandemic as a galvanizing force. Buy America policies are "mom-and-apple pie issues with American voters" that have "virtually universal support," Scott Paul, president of the Alliance for American Manufacturing, said. Ohio will vote August 8 on a measure to make it harder for voters to amend the state constitution. JD Vance backs it, arguing it protects voters from "out of state" interests ahead of an abortion referendum. If the ballot measure passes, future amendments to the state constitution would require at least 60% support among voters to be enacted. The change has been pushed by Ohio Republicans ahead of a referendum in November on enshrining abortion rights in the state constitution. "There is nothing radical about requiring a 60% vote to amend the State Constitution," reads a message on the group's website.

WASHINGTON, July 28 (Reuters) - Top U.S. Senate Republican Mitch McConnell plans to remain in his leadership post through the 2024 elections, a spokesperson said on Friday, two days after the minority leader froze up for about 21 seconds while speaking to reporters. "He plans to serve his full term in the job they (Republican senators) overwhelmingly elected him to do," the spokesperson said. The top four Democratic and Republican leaders in Congress, including McConnell, typically play a crucial role in this effort as they try to avert partial government shutdowns for a lack of funds. McConnell served as Senate majority leader from 2015 to 2021 and as Senate minority leader since then. Democrats, including three independents who vote with them, currently hold a 51-49 majority in the Senate, when all senators are present.

The Supreme Court on Thursday temporarily cleared the way for construction of a 300-mile pipeline capable of carrying two billion cubic feet of natural gas daily from northern West Virginia to southern Virginia. The court’s brief order gave no reasons, which is typical when the justices act on emergency applications. The Mountain Valley Pipeline, which has cost more than $6 billion, has been the subject of years of legal challenges from environmental groups and is nearing completion. A provision concerning the pipeline was tucked into legislation enacted in June to raise the debt limit and avoid a government shutdown. The provision, championed by Senator Joe Manchin III, Democrat of West Virginia, barred most legal challenges to the construction and said challenges to the provision itself must be brought in a federal appeals court in Washington.
