CNN —President Joe Biden on Saturday signed into law the $1.2 trillion legislation that completes the funding of federal agencies through the fiscal year, which ends September 30. The House passed the package on Friday, and the Senate passed it early Saturday morning. The bill addresses a slate of critical government operations, including the departments of Defense, Homeland Security, Labor, Health and Human Services, Education, State and the legislative branch. This legislation is the second part of a two-tiered government funding process. A separate six-bill funding package, which was signed into law earlier this month, included funding for the departments of Agriculture, Commerce, Justice, Veterans Affairs, Energy, Interior, Transportation, Housing and Urban Development, as well as the Food and Drug Administration, military construction and other federal programs.

LOS ANGELES (AP) — County Sheriff Mike Boudreaux is advancing to a May election in California to decide who will complete the remainder of the term of deposed former U.S. House Speaker Kevin McCarthy, which runs through January. Boudreaux will face state legislator Vince Fong in the May 21 special election in the 20th District. Boudreaux is the Sheriff of Tulare County in the state’s Central Valley. Republicans are expected to easily hold the seat, and the party’s fragile majority in the chamber was not at stake in Tuesday’s election. The district, which cuts through the Central Valley farm belt including parts of Bakersfield and Fresno, is the most strongly Republican House seat in heavily Democratic California.

California’s most conservative congressional district just experienced its own version of the “Groundhog Day” time loop. After two elections, held two weeks apart, the same two candidates have advanced to two subsequent elections. Both Mr. Fong and Mr. Boudreaux had already won a chance to vie in the November general election for a full, two-year term, starting in January 2025. Mr. Boudreaux, the longtime sheriff of Tulare County, finished with about 26 percent of the vote. As the top two finishers — and with neither candidate taking 50 percent of the vote — they will compete again on May 21 to determine who completes Mr. McCarthy’s term.

Hong Kong CNN —Chinese diplomat Wang Kejian met Hamas political leader Ismail Haniyeh in Qatar, China’s Foreign Ministry said Tuesday, the first meeting between a Chinese and Hamas official publicly acknowledged by Beijing since the outbreak of the war in Gaza. Wang and Haniyeh “exchanged views on the Gaza conflict and other issues” during their meeting Sunday, according to a brief readout from China’s Foreign Ministry Tuesday. Wang’s visit comes as Beijing aims to step up its profile as a peace broker and has become increasingly vocal in its opposition to the Gaza war. Fighting began on October 7 when Hamas carried out a deadly attack on Israel, killing more than 1,200 people and taking some 250 hostages, according to Israel.
