CNN —Authorities in the city of Moscow are offering a record signing-on bonus for new recruits to fight in Ukraine, in the latest sign of a scramble to boost Russian troop numbers. Moscow Mayor Sergey Sobyanin introduced the one-time signing bonus of 1.9 million rubles (about $22,000) for city residents who join the military, according to a statement on Tuesday. Putin initially ordered an immediate “partial mobilization” of Russian citizens in September 2022 following a string of defeats that caused recriminations in Moscow. Russia has recruited as many as 15,000 Nepalis to fight its war in Ukraine, with many of them left traumatized, while an unknown number remain missing or possibly dead. A Nepali soldier who spoke to CNN said Afghan, Indian, Congolese and Egyptian recruits were among those being trained in Russia’s military academies for foreign fighters.

A hydrothermal explosion sent a towering column of boiling water, mud and rock shooting into the air at Yellowstone National Park in Wyoming on Tuesday morning, destroying a section of boardwalk and sending dozens of tourists running for safety, officials said. The explosion occurred at around 10 a.m. in the Biscuit Basin area of the park. Several tourists captured video of the event, and in some footage an adult can be heard shouting at children to run. Suddenly it became a huge, dark cloud full of rocks,” she said in a phone interview. “It was a huge cloud, it covered the sun.

“Hydrothermal explosions are violent and dramatic events resulting in the rapid ejection of boiling water, steam, mud, and rock fragments,” according to the US Geological Survey. “Porkchop Geyser, in Norris Geyser Basin, experienced an explosion in 1989, and a small event in Norris Geyser Basin was recorded by monitoring equipment on April 15, 2024. Hydrothermal explosions like that of today are not a sign of impending volcanic eruptions, and they are not caused by magma rising towards the surface.”Large hydrothermal explosions occur on an average of every 700 years, the USGS says. “Although large hydrothermal explosions are rare events on a human time scale, the potential for additional future events of the sort in Yellowstone National Park is not insignificant. Based on the occurrence of large hydrothermal explosion events over the past 16,000 years, an explosion large enough to create a 100-(meter)- (328-ft-) wide crater might be expected every few hundred years,” it added.

Living in Turkey has for decades, even centuries, meant navigating the stray dogs. There has been fierce debate and protests over the fate of stray dogs since Mr. Erdogan proposed “radical” measures in a speech in May. Supporters of what came to be known as Mr. Erdogan’s “euthanasia bill” point to car accidents and injuries caused by the dogs. They say that streets are not suitable homes for dogs, and that their presence makes cities more dangerous for humans and animals alike. We also fear the worst: that beloved dogs we’ve looked after for months or years might suddenly disappear because an overanxious citizen placed an anonymous call.

“The award of $464 million in a case with no victims, no proven injuries, and no losses is not remotely defensible,” Trump’s lawyers wrote. According to Trump’s attorneys, Trump personally should have been dismissed as a defendant. The Trump attorneys accused Engoron of enacting a “punitive” penalty against the former president that was unconstitutional. Just like at trial, Trump’s lawyers in particular took issue with a reference in Engoron’s summary judgment opinion that Trump’s Mar-a-Lago resort was valued at $18 million. During the trial, Engoron said that he was not trying to assess the value of the property when he referenced the tax assessor value.

A New York couple who bought their 16-year-old son a BMW were sentenced on Monday to three years of probation and 26 weeks of parenting classes after the teenager drove the car at speeds of more than 100 miles an hour, slammed into a truck and killed his passenger, a 14-year-old girl. The teenager, whose name has not been released because of his age, was arraigned last December on at least a dozen charges, including second-degree manslaughter and reckless endangerment of a child. He faces up to 15 years in prison if convicted. He had a junior driver’s license, which prohibited him from driving unsupervised under any circumstances in New York City, when in May 2023 he crashed his red 2005 BMW 325i into the back of a parked UPS truck in the Springfield Gardens neighborhood of Queens, prosecutors said. Read previewAdministered ketamine is being used in concert with therapy to treat Ukrainian veterans who experience post-traumatic stress disorder from fighting on the battlefield. AdvertisementA study published earlier this year focused on the treatment of depression among veterans using ketamine taken through an IV. The doses provided at least partial relief to many of the test subjects and after six weeks of ketamine infusions, depression scores dropped significantly. "Soldiers, for them, it's natural to consider themselves like a strong man," Matrenitsky said, explaining that the effects of the ketamine therapy allow individuals to overcome defensive barriers over their emotions. In partnership with Heal Ukraine Trauma, Matrenitsky along with other healthcare professionals have teamed up to form the Ketamine-Assisted Psychotherapy initiative in hopes of educating Ukrainian therapists on Ketamine-Assisted Therapy.

CNN —Yemen’s Houthi rebels on Friday claimed responsibility for a deadly drone blast in Tel Aviv, the Iranian proxy group’s latest attack in what it says is a response to Israel’s war against Hamas in Gaza. The drone that caused the explosion was detected by an Israeli aerial defense system, but not intercepted due to “human error,” an Israeli military official said. The Israeli military is investigating the attack and does not believe further threats are imminent, the official said. An investigator inspects a damaged window of a building at the site of an explosion in Tel Aviv on July 19, 2024. The drone attack in Tel Aviv Friday comes after the Houthis claimed earlier this month that they had targeted ships in the Israeli port of Haifa with a number of drones in joint military operations with Iran-backed militias based in Iraq.

CNN —Sealed bottles of tattoo and permanent makeup ink, including some marked as sterile, contained millions of potentially dangerous bacteria, according to new research by the US Food and Drug Administration. Earlier studies have found high levels of bacterial contamination within sealed and sterile bottles of ink. Unfortunately, the study’s findings were not surprising, said John Swierk, an assistant professor of chemistry at Binghamton University, State University of New York, who has studied tattoo ink contamination. For example, using the same gloves to touch a client and the ink bottle is a hazard that can lead to tattoo ink contamination. “Tattoo inks are in the process of being regulated due to the Modernization of Cosmetics Regulation Act (of 2022) but much of that law dealing with tattoo inks has yet to be implemented,” Swierk said.
