Panama's Minister of Public Security Juan Pino and his Costa Rican counterpart, Mario Zamora, on Saturday visited communities in the dangerous stretch of jungle, where thousands of migrants pass each day on their way toward the United States. Some 390,000 people have crossed to Panama from Colombia, traversing the Darien Gap, between January and September. Most of them are Venezuelans, with others from Ecuador, Haiti and other countries, according to Panama's Ministry of Security. Spanish farmer Miguel Moreno was an early adopter of so-called cover crops. NEW ORLEANS (AP) — New Orleans Mayor LaToya Cantrell said Monday that she has chosen Anne Kirkpatrick, a former chief of police in Spokane, Washington, and Oakland, California, to head the New Orleans Police Department, a nomination subject to the approval of the City Council. Federal auto safety regulators moved Tuesday toward a recall of about 52 million airbag inflaters used by a dozen major carmakers, calling the parts unsafe and susceptible to rupture. The National Highway Traffic Safety Administration scheduled a public meeting on Oct. 5 on its recommendation to recall the airbags, manufactured by ARC Automotive and Delphi Automotive Systems. ARC rejected the agency’s initial findings that its airbags were defective. Of the 52 million airbags, 41 million were manufactured by ARC and 11 million were produced by Delphi using a design licensed by ARC. 3M, the chemical and manufacturing giant, said on Tuesday that it reached a $6 billion settlement over claims that it had sold defective combat earplugs to the U.S. military. The lawsuits were brought by military service members and veterans who claimed that the earplugs sold by 3M had led to hearing damage and tinnitus, a ringing sensation in the ears. 3M said that it would pay $5 billion in cash and $1 billion in stock as part of the settlement. The earplugs, designed to protect service members from combat noise, were used by the military from 2003 to 2015. Tinnitus rates increased significantly among active duty service members from 2001 to 2015, according to a 2019 study.
