The Biden administration is seeking a short-term extension to a landmark science and technology agreement with China despite pressure from some U.S. lawmakers who say Beijing could exploit it to gain a security and military advantage. A six-month extension to the Science and Technology Agreement, or STA, will keep the pact in force as the U.S. seeks "authority to undertake negotiations to amend and strengthen the terms," a State Department spokesperson told NBC News on Wednesday. "If it were to go away, not only would it impede government-to-government cooperation, but it would also put other science cooperation at risk," said Seligsohn, a former environment, science, technology and health counselor at the U.S. Embassy in Beijing. China also considers it the enabling document for all other science cooperation with the U.S., including with academic and research institutions. The State Department spokesperson said it was aware of the issues involved with working with China in the are of science and technology.

CNN —The South Carolina Supreme Court on Wednesday reversed a temporary block on the state’s abortion restrictions, with four justices agreeing and one dissenting in three separate opinions. Henry McMaster signed the Fetal Heartbeat and Protection from Abortion Act in May, Planned Parenthood South Atlantic and several other medical providers filed a lawsuit in state court to try to stop it. Modelo is now beating Bud Light for the entire year

New York CNN —Modelo Especial is now officially America’s best-selling beer, dethroning Bud Light from the top spot it has largely held for the past two decades. Year-to-date sales data through August 12 shows it was tight, but Modelo eked out the top spot with an 8.34 share vs. 8.28 for Bud Light. Summer has been a bright spot for the Mexican lager, with Modelo surpassing Bud Light in May, June and July monthly sales. Modelo has held a 9.1 share for the past four weeks as Bud Light slipped to a 7 share of off-premise beer sales. There’s been some “material improvement,” for the Anheuser-Busch (BUD) brand Bud Light, according to Beer Business Daily, a trade publication.

WASHINGTON — A leading House Republican voice on the national security threat posed by China said the White House's plan to restrict outbound investment in the Chinese military and defense companies falls short of addressing the real problem. The Wisconsin Republican is the chairman of the House Select Committee on the Chinese Communist Party and a leading voice in the House on the risks of U.S. investment in China. The House CCP Committee has flagged around 50 firms, including machinery, aircraft and technology firms and created a de facto blacklist. Yellen has already signaled that she intends to keep any investment restrictions "narrowly targeted" to protect U.S. national security, and insists they are not intended to weaken China's economy. "Even though these policies may have economic impacts, they are driven by straightforward national security considerations," she said in an April speech.

Around 40% of UK employers have given counteroffers to staff looking to job hop in the past year, a survey found. Employers are hoping to retain staff for their knowledge, and skills, and to avoid replacing them. Almost half of employers say counteroffers are effective in retaining employees for at least 12 months. Some 40% say they do this by exceeding pay offers given by other employers, while 38% said they match the offers of other employers. Half of employers are planning to use counteroffers in the next year to retain staff for their company knowledge and technical skills, the CIPD's survey found.

Cellular modules are components that enable internet of things (IoT) devices to connect to the internet. The lawmakers asked if the FCC is considering using the Covered List to address Chinese-owned cellular modules. "Could requiring certification for modules used in communications equipment be an effective means" of addressing Chinese modules in U.S. networks? In 2022, the Chinese Embassy in Washington said the FCC "abused state power and maliciously attacked Chinese telecom operators again without factual basis."

RED-FLAGGED COMPANIESMSCI and rivals removed seven Chinese companies from global indexes in 2020 because of U.S. ownership restrictions.
