LAGOS, Nigeria (AP) — The United Nations said it will repatriate nine peacekeepers from a South African contingent in eastern Congo who were accused of sexual assault and other abuse. The U.N. decided to immediately repatriate the peacekeepers and a senior officer of the South African army “due to the seriousness of the allegations against them,” the organization said in a statement on Friday. Such accusations of sexual abuse by U.N. peacekeepers are not new in various parts of the world, from Congo to Haiti where peacekeepers are deployed. The abuses are particularly rampant in Congo, which accounted for one-third of the nearly 2,000 sexual abuse and exploitation complaints made against the U.N. worldwide in 2017. Last year, Secretary-General António Guterres said the organization has "not succeeded in all respects, but neither have we stood still” in handling the sexual abuse crisis.

SAN DIEGO (AP) — A federal judge on Friday denied a bid by immigration advocates to prohibit U.S. officials from turning away asylum-seekers at border crossings with Mexico if they don't have appointments on a mobile phone app. More than 263,000 people scheduled appointments on the CBP One app from when it was introduced in January through August, including 45,400 who were processed in August. The app has been criticized on the right as too permissive and on the left as too restrictive. Turning back people without appointments violates agency policy and leaves them ”stranded in dangerous Mexican border towns, vulnerable to kidnapping, assault, rape, and murder," they said. The Dominican border reopening was delayed after a pre-dawn fire at the main marketplace in Dajabon destroyed dozens of stalls. She called Abinader’s decision to close all land, sea and air borders last month “savage,” noting that businesses like hers are good for the Dominican Republic. She said that even if the Dominican Republic opens its borders, she hopes the Haitian side will remain closed. Haiti and the Dominican Republic have long had a contentious relationship despite strong economic ties.

MEXICO CITY (AP) — Mexico’s president said Tuesday that he rejected a U.S. request to set up migrant transit centers in Mexico. Neighboring Guatemala has set up one such center, where migrants can apply for U.S. work and refugee visas. “We have been looking at setting up sites in Mexico, because they (the United States) have asked for it,” López Obrador said. The centers are part of a larger migratory strategy aimed at reducing the large number of migrants from Latin American and the Caribbean to the United States. The influx of migrants has caused tension between the United States and Mexico.

CNN —A bus crash in the Mexican state of Oaxaca killed 18 people on Friday, according to local authorities, who say most of the passengers were migrants. Three children and two women are among the victims, all of whom are from Venezuela and Haiti, the Oaxaca state attorney general said. Pictures posted by authorities on Facebook show the large bus flipped over and heavily damaged on a curve of the mountainous Oaxaca-Cuacnopalan highway. Venezuela and Haiti are sources of large numbers of migrants traveling northward, fleeing insecurity and economic crisis at home. US and Mexican officials have struggled to respond to the arrivals, with Washington putting increasing pressure on Mexico City to shoulder more responsibility for people crossing its territory.

NAIROBI, Kenya (AP) — Kenyan lawmakers said Wednesday that parliamentary approval is required before the deployment of police to the Kenya-led peacekeeping mission in Haiti to combat gang violence that was approved by the U.N. Security Council this week. Opposition lawmaker Anthony Oluoch told a session of Parliament's lower house that the conditions for foreign deployment hadn't been met under the National Police Act. The Kenya-led mission would be the first time in almost 20 years that a force would be deployed to Haiti. The upcoming mission would be led by Kenya, with Jamaica, the Bahamas and Antigua and Barbuda also pledging personnel. The non-U.N. mission would be reviewed after nine months and be funded by voluntary contributions, with the U.S. pledging up to $200 million.
