SHANGHAI — The normally bustling financial hub of Shanghai was brought to a standstill Monday as residents sheltered at home to wait out the worst of Typhoon Bebinca. The Category 1 storm, which made landfall in Shanghai on Monday morning, is the most powerful tropical cyclone to directly hit the city in more than seven decades. Packing top wind speeds of 94 miles per hour near its eye, Bebinca landed in the city of nearly 25 million around 7:30 a.m. (7:30 p.m. Sunday ET), state media reported, the strongest storm to strike Shanghai since Typhoon Gloria in 1949. Resorts in Shanghai, including Shanghai Disney Resort, Jinjiang Amusement Park and Shanghai Wild Animal Park, have been temporarily closed and many ferries halted. Shanghai is rarely subject to direct hits from strong typhoons that generally make landfall farther south in China.

One person drowned in southwest Poland and thousands were evacuated across the border in the Czech Republic after heavy rain continued to batter central Europe on Sunday, causing flooding in several parts of the region. Rivers overflowed from Poland to Romania, where four people were found dead on Saturday, after days of torrential rain in a low-pressure system named Boris. Some parts of the Czech Republic and Poland faced the worst flooding in almost three decades as towns evacuated thousands. That surpassed a record seen in heavy flooding in 1997, which partly damaged the town and claimed 56 lives in Poland. In Romania, authorities said the rain was less intense than on Saturday, when flooding killed four and damaged 5,000 homes.

Protesters hurled bottles, rocks and horse manure, a police statement said. “Victoria Police is appalled at the behavior of some of the protesters,” the statement said, referring to the Victoria state force. HANOI, Vietnam — A flash flood swept away an entire hamlet in northern Vietnam, killing 22 people and leaving dozens missing as deaths from a typhoon and its aftermath climbed to 141 on Wednesday. Vietnamese state broadcaster VTV said the torrent of water gushing down from a mountain in Lao Cai province Tuesday buried Lang Nu hamlet with 35 families in mud and debris. Floods and landslides have caused most of the deaths, many of which have come in the northwestern province of Lao Cai, bordering China, where Lang Nu is located. Lao Cai province is also home to the popular trekking destination of Sapa. Many roads in the province were blocked by landslides and unrelenting rainfall, said Sapa tour guide Van A Po.
