By Melanie BurtonMELBOURNE (Reuters) - Damage caused to an Aboriginal rock shelter by mining giant Rio Tinto in August underscores the need for better heritage protection laws and a greater say for Indigenous groups promised in this month's Voice referendum, advocates say. Rio's destruction of rock shelters at Juukan Gorge in 2020 prompted a global outcry, the departure of top executives and a parliamentary enquiry that recommended an overhaul of Australia's Aboriginal heritage protection laws. "Regrettably, it seems as though Rio's blast management plan has failed on this occasion leaving the Muntulgura Guruma People to pick up the pieces," said Wintawari Guruma Aboriginal Corporation (WGAC), which represents the Muntulgura, in a statement. A spokesperson for the state department regulating Aboriginal heritage protection said it was in contact with Rio Tinto but it was not investigating the latest incident. Should the Department receive a complaint from Wintawari Guruma Aboriginal Corporation, it will act immediately to investigate."

“I do intend to file a motion to vacate against Speaker McCarthy this week. But now, knowing full well he’s likely to soon face a so-called motion to vacate vote, McCarthy is taking his detractors head-on – and in increasingly combative terms. If the Senate bill advanced, McCarthy would have a harder time arguing his bill was the solution. 3 Senate Republican, opposed the Senate bill, breaking with McConnell, according to a source familiar with the matter. (Reuters) - Australian billionaire Gina Rinehart's Hancock Prospecting increased its stake in lithium miner Liontown Resources, the company said, moving it closer to being able to block a $4.3 billion bid by U.S.-based Albemarle for Liontown. Hancock said on Friday it raised its stake from 10.7% last month to 12.4%, paying no more than A$3.00 per additional share. Hancock would be able to block the Albemarle deal with a 15% position. Last month, Liontown accepted Albemarle's revised $4.3 billion bid, or A$3 a share. The offer is part of a surge of interest in Australian lithium assets amid the clean energy transition.

CNN —House Speaker Kevin McCarthy’s allies are scrambling to head off a right-wing revolt to oust the California Republican from his job and turning to the constituency that now suddenly holds the cards: House Democrats. One Democratic lawmaker who supports ousting McCarthy told CNN, “I have no trust in, nor respect for, McCarthy. But House Democrats also acknowledge that they don’t know another Republican who can get the 218 votes needed to clinch the speakership. “My advice to my fellow Democrats is simple: Follow the leader,” former House Speaker Nancy Pelosi said Sunday on CNN’s “State of the Union” with Jake Tapper. CNN —Rep. Jamaal Bowman pulled a fire alarm in the Cannon House Office Building on Saturday morning, shortly before the House was scheduled to vote on a government funding bill, an incident the New York Democrat said was an accident. [1/4] Residents in vehicles attempt to leave the city of Stepanakert following a military operation conducted by Azerbaijani armed forces in Nagorno-Karabakh, a region inhabited by ethnic Armenians, September 24, 2023. Whatever the history and the lack of independent reports on events inside the isolated territory, several international legal experts believe the mass flight fits the legal definition of a war crime. For Azerbaijan, however, retaking control of Nagorno-Karabakh helps to redress the traumas of 1988-94. "It would almost assuredly result in the forced displacement of Armenians from Artsakh (Nagorno-Karabakh) and the widespread commission of genocidal atrocities, reflecting those committed in the Second Nagorno-Karabakh War of 2020 and subsequent hostilities," it said. "If the Armenians of Artsakh were to be displaced ... it would result in the genocidal destruction of a people, as the Artsakh Armenians would lose their distinct identity."

McCarthy, though, has stopped short of committing to putting a Senate-passed short-term spending bill on the floor, knowing that doing so could mean a call for his ouster. During a call with the Republican conference Saturday afternoon, McCarthy pushed members to rally around a short-term spending bill that includes funds for border security. CNN —It is hard to imagine any world leader wanting to share the foreign policy swamp in which the beleaguered Canadian Prime Minister, Justin Trudeau, currently finds himself. Nijjar led a group pushing for the creation of an independent Sikh homeland in northern India called Khalistan. The Biden administration can’t be blamed for prioritizing its ongoing bromance with India and Prime Minister Narendra Modi over the bilateral relationship with Ottawa. A cynic might say that prematurely publicizing the explosive findings against India is a diversion tactic to steer attention away from the China interference file and the domestic issues piling up. Or that it is simply amateur hour at the offices of the prime minister and foreign affairs.

But none have stepped up to condemn India for its alleged involvement in the June slaying on Canadian soil of a Sikh separatist, Hardeep Singh Nijjar. All that makes it hard for Canada's main allies — which are also some of India's main partners — to loudly speak out. The government’s allegations are particularly awkward now for the U.K., which is seeking a free trade deal with India. In 2018, for example, China-Canada relations nosedived after China detained former Canadian diplomat Michael Kovrig and Canadian entrepreneur Michael Spavor. Now the stakes are higher, and it's unclear — at least publicly — who Canada can count on for full-throated support.

Blair Gable/ReutersIndia responded hours later by rejecting Trudeau’s allegations, accusing Canada of harboring terrorists and claiming its inaction against extremists had been a “long-standing” concern. Nijjar’s death in June shocked the Sikh community in Canada, one of the largest outside India with more than 770,000 members. CNN —House Democrats have begun internal discussions about how to deal with the prospects of a chaotic situation: The possibility that Speaker Kevin McCarthy could lose his job in an unprecedented vote on the floor. One of the strategies being discussed by Democrats is to vote “present” or vote to kill it all together if a motion to oust McCarthy is brought to the floor. CNN —House Republicans are still struggling to reach consensus on a plan to fund the government, with lawmakers going back-and-forth over the issue and leadership forced to delay a planned procedural vote as they work to find agreement within their ranks. House GOP leaders canceled a procedural rule vote on the proposal originally slated for Tuesday morning amid that opposition from hardliners. Amid the impasse in the House GOP conference, there are discussions underway among some Republicans and Democrats about teaming up on a so-called discharge petition to fund the government if the House Republican-brokered plan fails on the floor this week. Prime Minister Justin Trudeau said on Monday that “agents of the Indian government” carried out the killing of a Sikh community leader in British Columbia last June. Speaking in the House of Commons, Mr. Trudeau said that he raised India’s involvement in the shooting of Hardeep Singh Nijjar directly with Prime Minister Narendra Modi at the Group of 20 summit meeting earlier this month “in no uncertain terms.” He said the allegation was based on intelligence gathered by the Canadian government. “Any involvement of a foreign government in the killing of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty,” Mr. Trudeau told lawmakers. He said Canada would pressure India to cooperate with the investigation into the killing. Mélanie Joly, the foreign minister, later announced that Canada had expelled an Indian diplomat whom she described as “the head” of Indian intelligence in Canada.

The tit-for-tat diplomatic expulsions came after Prime Minister Justin Trudeau said Canada was investigating “credible allegations” linking India to the June killing of Canadian citizen and prominent Sikh leader, Hardeep Singh Nijjar. India’s foreign ministry on Tuesday responded in kind, saying it had expelled a senior Canadian diplomat based in India. “The concerned diplomat has been asked to leave India within the next five days,” it said in a statement. We have conveyed our concerns at senior levels to India,” a statement shared with CNN said. That operation caused huge anger within the Sikh community and Gandhi was assassinated by her Sikh bodyguards in the aftermath.
