BUDAPEST (Reuters) - The United States is "confident" that Sweden will soon be a member of NATO, the U.S. ambassador to Hungary said on Thursday, adding he had been assured by the Hungarian government that Budapest would not be the last to ratify the bid. Relations between Budapest and Washington have soured because of Hungary's foot-dragging over the ratification of Sweden's NATO accession and also over Prime Minister Viktor Orban's warm ties with Moscow despite the war in Ukraine. "I have been repeatedly assured at the senior-most levels of this government that Hungary will not be last to ratify Sweden’s accession to NATO," Ambassador David Pressman said. FlyDubai, the sister carrier of long-haul airline Emirates, now will make two flights a day to Kabul. CNN —President Joe Biden said Tuesday that he believes a deal can be reached to release hostages being held by Hamas in Gaza, voicing optimism as officials tell CNN prolonged talks to free hostages are nearing an agreement. "The two sides are discussing related arrangements," Koo said when asked whether Chang plans to hold an one-on-one meeting with Biden at APEC. Tensions over Taiwan are likely to feature when Biden meets Chinese President Xi Jinping at the summit. Chang briefly met with Xi at last year's APEC summit in Bangkok, and discussed semiconductors with U.S. Vice President Kamala Harris.

The world-first climate "loss and damage" fund is set to be launched during the United Nations COP28 climate summit to be held Nov. 30-Dec. 12 in Dubai in the United Arab Emirates. "The Commissioner is ready to announce substantial financial contribution by the EU and its member states to the loss & damage fund at COP28 in the context of an ambitious outcome at COP28," the European Commission and the UAE's incoming COP28 president said in a joint statement, referring to EU Climate Commissioner Wopke Hoekstra. Adnan Amin, CEO of the COP28 summit, said the aim was to secure several hundred million U.S. dollars for it by the end of the event. He said he was "hopeful" that the COP28 host, the UAE, would also make a contribution. Countries agreed at last year's U.N. climate talks to launch the climate damage fund, a deal hailed as a breakthrough by more vulnerable, developing nations that have long demanded support to cope with climate-driven damage from drought, floods and rising seas.

China envoy Xie told diplomats in September that phasing out fossil fuels was "unrealistic" while key technologies like energy storage remained immature. China now has 360 gigawatts of coal-fired power capacity in its project construction pipeline, he said, but "they're trying very hard to move away." Right now, "it is irresponsible to be funding a coal-fired power plant anywhere in the world," he said.
