Protesters threw stones and plastic bottles in front of the main gate of the state governor’s residence, police said in a statement. As protests spilled over into Tuesday, the local government imposed a curfew in the Imphal Valley and surrounding districts and suspended internet services in five valley districts. Authorities shut down the internet in Manipur last year, in one of India’s longest enforced outages.

But the property management company that owns the buildings blamed a Venezuelan gang for the rundown conditions. Aurora police haven’t yet determined whether the men in the video belong to a Venezuelan gang, KUSA reported. The blaze had charred more than 51 square miles of grass and brush and blanketed the area with a thick cloud of dark smoke.
