Reuters reviewed a confidential draft of the 10-member Association of Southeast Asian Nations' (ASEAN) "guide to AI ethics and governance," whose content has not previously been reported. In contrast to the EU's AI Act, the ASEAN "AI guide" asks companies to take countries' cultural differences into consideration and doesn’t prescribe unacceptable risk categories, according to the current version reviewed. With almost 700 million people and over a thousand ethnic groups and cultures, Southeast Asian countries have widely divergent rules governing censorship, misinformation, public content and hate speech that would likely affect AI regulation. The ASEAN guide advises companies to put in place an AI risk assessment structure and AI governance training, but leaves specifics to companies and local regulators. EU officials and lawmakers told Reuters that the bloc would continue to hold talks with Southeast Asian states to align over broader principles.

The search for new capital could affect Asia's hedge fund scene, where China firms account for more than half the market. "In the past perhaps the holy grail of capital raising was the U.S.," said Effie Vasilopoulos, co-Leader of law firm Sidley Austin's Asia-Pacific investment funds group. So that dynamic is leading many of our clients to the Middle East." However, sovereign funds in the Middle East have been large buyers.

NEW DELHI, Oct 5 (Reuters) - At least 14 people were killed and 102, including 22 army personnel, were missing in northeast India on Thursday after heavy rain caused a glacial lake to burst its banks, triggering flash floods down a mountain valley, officials said. A cloudburst dropped a huge amount of rain over a short period on the Lhonak glacial lake on Wednesday, triggered flash floods down the Teesta valley, about 150 km (93 miles) north of Gangtok, capital of Sikkim state, near the border with China. The state disaster management agency said 26 people were injured and 102 were missing, as of early Thursday. Eleven bridges were washed away. The archipelago nation of 270 million people, Southeast Asia's biggest economy, is seeking to modernise its military but has lagged its regional peers in recent years. "Spending for military hardware must be done wisely, in terms of the amount or allocation," Jokowi, as the president is known, said during an armed forces parade. Jokowi in July also warned his cabinet to maintain a "healthy" budget as he highlighted outsised spending by the security agencies, including the defence ministry.
