The Bank of England said on Thursday that a "global payments issue" was affecting the interbank payments service CHAPS, delaying some high-value and time-sensitive payments including some house purchases. "We are mindful of the impact this is likely to have and are working closely with a third-party supplier, industry and other authorities to resolve the issue as promptly as possible," it said in a statement. Retail payment systems and cash machines were unaffected, the BoE added. The CHAPS system - which is operated by the BoE - has suffered technical problems before, including in August last year and in 2014 when the Real-Time Gross Settlement system, which underpins CHAPS, did not work normally for several hours.

Around 5.4 billion euros had been allocated to the fund in 2023, the budget outline shows. In recent years, large amounts of this section of the German budget has been allocated to support Ukraine following Russia's attack of the country. It also noted that Germany would continue to support Ukraine for as long as needed, in collaboration with its allies. The government had planned to re-allocate unused emergency debt, which was taken on during the Covid-19 pandemic, to its future spending plans. CNN —The Biden administration imposed visa restrictions on former Israel Defense Forces (IDF) sergeant Elor Azaria “for his involvement in a gross violation of human rights, namely an extrajudicial killing in the West Bank,” State Department spokesperson Matthew Miller announced Wednesday. The State Department is “also taking steps to impose visa restrictions on an additional group of individuals for having been involved in or meaningfully contributed to undermining the peace, security, or stability in the West Bank,” Miller said in a statement. “There hasn’t been appropriate accountability across the board” in response to the violence against Palestinians in the West Bank, Miller said at a press briefing Wednesday.
