Written in capital letters, the manual is structured as a series of reminder lists under topics like PRE-PREP, which offers banal tips about the importance of checking weather reports and looking for surveillance cameras. The PREP section is more grim, with directives to set up a holding area and “stage” with equipment for apparent sexual torture. The BODY PREP list includes reminders on how to avoid leaving evidence. The manual is the most informative piece of narrative evidence disclosed since prosecutors filed legal papers after Mr. Heuermann’s arrest detailing investigators’ 18-month pursuit. In prosecutors’ hands, a document they say the defendant created to avoid detection may instead become damning evidence against him, even given the already disclosed DNA matches, phone records and internet activity that prosecutors say tie Mr. Heuermann to the killings.

CNN —Fifty-six years after a Florida milkman failed to return home after his rounds, his homicide has been solved, closing the oldest cold case in Indian River County Sheriff’s Office history. The next day, Grayam’s body and truck were located in a wooded area in what was described as a “chilling scene,” the sheriff’s office said in a statement. Over the subsequent years, 16 separate investigations occurred through April 1974 in an effort to solve the case, Flowers said. After receiving that information, detectives tracked down the suspect’s ex-wife, who also said Williams confessed to her, Flowers said. The witnesses said the suspect had been arrested and convicted several times on other charges, the sheriff’s office added.

CNN —A vigil will be held Monday afternoon for Laken Hope Riley, an Augusta University nursing student who was found dead after jogging on the University of Georgia campus last week, as her suspected killer’s immigration status has drawn the scrutiny of Republican leaders. Riley, who was a UGA student until May 2023, was found dead Thursday near a lake on the university’s campus from blunt force trauma, according to UGA Police Chief Jeff Clark. Riley’s killing has left the University of Georgia to grieve two tragic deaths that occurred less than a day apart: Her body was discovered just hours after the death of a UGA student the previous night. The Monday afternoon vigil will be co-hosted by Riley’s Alpha Chi Omega sorority at UGA in remembrance of both of the dead students, the university said. Clark referred to Riley’s killing as a “crime of opportunity,” noting he believes the suspect acted alone.

CNN —The shooting of three Palestinian college students in Vermont has prompted calls for the suspect to be charged with a hate crime. “When you add a hate crime enhancement that changes things,” George said at a news conference Monday. The Justice Department began prosecuting federal hate crime cases after the Civil Rights Act of 1968 was signed into law. Lewiston, Maine CNN —The signs were there: hearing voices, expressing paranoid thoughts and making threats so violent, extra patrols were sent to guard a military installation. Instead, law enforcement relied on the gunman’s family to keep guns from him after they tried without success to talk to the reservist. Sheriff Joel Merry told CNN on Saturday law enforcement officers weren’t able to make contact with Card during two visits. The Sagadahoc County Sheriff’s Office sent an alert to other law enforcement agencies saying they were trying to locate Card. The fact law enforcement in Maine didn’t utilize the yellow flag law in Card’s case could point to its shortcomings, Rocque said.
