Biden's new policy is largely a rewrite of the Obama administration's rule to safeguard U.S. critical infrastructure called the Presidential Policy Directive, or PPD-21, which was published in 2013. The effort to redraft that Obama-era infrastructure policy began over a year ago, in part to modernize it and keep up with hackers who have benefited from over a decade of technological advancement. The Biden administration has warned China not to help Russia in its invasion of Ukraine, or else the U.S. would be ready to act with sanctions. "We're aware now of the serious Chinese threat to our critical infrastructure, specifically prepositioning to disrupt or destroy critical infrastructure in the event of a major crisis," a senior administration official said. "The presidential policy directive that was created in 2013 didn't mention anything about CISA's role because we weren't created yet," a senior administration official said.

At 4:34 p.m. on Thursday, a jury of 12 citizens was selected to determine the fate of an indicted former president for the first time in American history, a moment that could shape the nation’s political and legal landscapes for generations to come. The dozen New Yorkers will sit in judgment of Donald J. Trump, the 45th president turned criminal defendant, who has been accused of falsifying records to cover up a sex scandal. If the jurors convict Mr. Trump, he could face up to four years in prison, even as he seeks to reclaim the White House as the presumptive Republican nominee. “We have our jury,” Justice Juan M. Merchan proclaimed as the 12th juror was added. He then swore the seven men and five women to an oath that they would render a fair and impartial verdict, which they accepted with sober expressions as Mr. Trump stared from the defense table.

Collecting the Dead Russia Left Behind

Oleksii Yukov spends many of his nights dodging drones, navigating minefields and hoping not to be targeted by Russian artillery as he races to collect the remains of fallen soldiers from the battlefield. In just three shattered tree lines around the ruined village of Klishchiivka outside Bakhmut, where Ukrainian and Russian forces have fought seesaw battles for well over a year, he collected 300 bodies. They were almost all Russian, he said, left behind in a maelstrom of violence where the struggle to stay alive often outweighs concern for the dead. Mr. Yusov has been collecting bodies from the bloody fields and battered villages of eastern Ukraine for a decade. He is now the head of a group of civilian volunteers called Platsdarm, and has witnessed more death than he would care to remember.

Fed Chair Jerome Powell has a chance to provide more insight when he testifies before Congress on Wednesday and Thursday. Those reports pushed back market bets on when the Fed will start cutting interest rates. Investors will closely listen for any hints from Powell about what the Fed is looking for, data-wise, before it begins to lower interest rates. Powell will also be asked about the economic pain Americans are feeling as a result of elevated inflation and interest rates. When interest rates fall, holding income-paying assets (like bonds) becomes less appealing than owning the precious metal.

Everything was getting bigger — its cultural influence, geopolitical ambition, population — and seemed poised to continue until the world was remade in China's image. But now China's economy is withering, and the future Beijing imagined is being cut down to size along with it. What Beijing does — or fails to do — to fight this malaise will determine the course of humanity for decades to come. China's deflation worries started in earnest in the summer. Years of overbuilding — by about double the population, according to some estimates — and slowing population growth caused prices to collapse .

The stock market could see further damage if one key index can't hold an important technical level, according to Bank of America investment strategist Michael Hartnett. Looking at several key indexes, Hartnett said in a client note Thursday that selling pressure has persisted even in less tech-sensitive parts of the market, specifically citing the S & P 500 Equal-Weighted index. If that can't hold onto the 5,540 level — it closed Thursday at 5,501 — it could signal further pressure on the more widely followed S & P 500 market-cap weighted index. .SPX YTD mountain S & P 500, YTD While still up 7.8% for 2023, the S & P 500 has tumbled about 14% from its all-time high. "At the end of the day, tying that to what it means for the S & P 500 in the fourth quarter, that's a much more difficult exercise." Indeed, both the Dow and the S & P 500 moved solidly into positive territory Monday afternoon, and the tech-focused Nasdaq was higher as well. Not surprisingly, energy stocks on the S & P 500 jumped 3.7%, while industrials and discretionary stocks also posted solid gains. Finally, while the market often has knee-jerk reactions to geopolitical events, they rarely last unless there are other complicating factors. "When you look back at geopolitical issues, the market looks past them," said Lindsey Bell, chief market strategist at 248 Ventures.

“A person who simply reads the news does not see it, does not feel it,” Hanna Maliar, a deputy Ukrainian defense minister, said this week. It can seem that everything is taking a long time, “but believe me, it doesn’t seem that way to people who are fighting,” she said. To better understand how the fight is playing out along the breadth of the front, it is useful to look at some of the major theaters where Russia and Ukraine have concentrated their troops. Even in a year with a huge tech stock rally, Columbia Global Technology Growth Fund (CTYRX) stands out for its outsized gains. The final bucket in the portfolio is value opportunity names, or stocks that Narang and his team believe have valuations cheaper than the entire portfolio. He cited data from Alliance Bernstein showing that tech stocks in the most expensive and least expensive quintiles tend to outperform historically — suggesting the attraction of a balanced approach. "Returns seesaw between growth and value over various periods of time," he added, noting this year's growth-oriented tech rally after last year's drubbing. The composition of the fund is weighted toward whichever asset classes are improperly priced by the market at a given time.
