Read previewTensions are flaring between North Korea and South Korea, and it could lead to conflict sooner rather than later. If such a clash between North Korea and South Korea occurred, it could quickly spiral into wider conflict. SOPA Images via Getty ImagesA notable shift came earlier this year, when North Korea declared South Korea "our principal enemy" and threatened to "thoroughly annihilate" it along with the US if provoked. The move was alarming and likely partially influenced by the Yoon administration's harder stance against North Korea than South Korea's previous president, Moon Jae-in. WASHINGTON (AP) — Black History Month, often a time to recognize the contributions of African Americans in U.S. history, was marked in the nation’s capital this week with a focus on present divides and the November election when Black turnout will be integral to the outcome. A few hours later, Republicans held a reception in Washington's U Street neighborhood, a key part of Black history in the city, to celebrate former GOP officials and activists who have engaged Black voters. The White House has taken Black History Month as an opportunity to highlight the administration's efforts on priorities such as education, voting rights and jobs. Republicans held their own Black History Month celebration later that evening with about 100 people. And party officials and strategists stress that its emphasis on Black voters extends beyond a single month of events.

Artist Abel Ortiz (L) gives US Attorney General Merrick Garland (R) a tour of murals of shooting victims on January 17, 2024 in Uvalde, Texas. The Justice Department is planning this week to release findings of an investigation into the 2022 school shooting in which 21 people were killed. Poor coordination, training and execution of active-shooter protocol contributed to a law enforcement response that can only be described as a "failure," the report said. The 600-page findings describe a chaotic scene that should have triggered a number of coordinated responses by law enforcement officers who first arrived at the school. Steven C. McCraw, Director and Colonel of the Texas Department of Public Safety, speaks during a press conference about the mass shooting at Robb Elementary School on May 27, 2022 in Uvalde, Texas.

Britain's top competition watchdog said Tuesday that Adobe 's proposed $20 billion acquisition of Figma could harm the U.K.'s digital design sector, findings that could mean a major setback for the merger. The Competition and Markets Authority said the deal could "eliminate competition," "reduce innovation" and "remove Figma as a threat to Adobe's flagship Photoshop and Illustrator products," according to a release. Adobe announced plans to buy Figma, which allows users to collaborate on app and website design, for $20 billion in September last year. "We are reviewing the provisional findings and will reengage with the CMA on the facts and merits of the case." David Wadhwani, a key Adobe executive behind the Figma deal, expressed frustration in October over the slow pace of regulatory approval.

SAN FRANCISCO (AP) — Sometimes it can be easy to forget that President Joe Biden's original foreign policy priority was reasserting American influence in Asia. "The United States remains vital to the future of the region, and the region is more vital than ever to the United States of America," he told a gathering of business executives during one of the summit's many receptions. “From here in San Francisco, America reaches out all across the Pacific, building bridges mightier than the Golden Gate,” he said. Protesters calling for a cease-fire in Gaza shut down all vehicular traffic heading into San Francisco over the Bay Bridge. “We will be glad to see a confident, open, ever-growing and prosperous United States,” he said.

Five Black candidates are running for statewide office, from agriculture commissioner to secretary of state. A common complaint is about a purging of voter rolls that has caused problems for Black voters as recently as this year’s August primary. Many other states in recent years have taken steps to reinstate voting rights for former felons. Critics also said it was another way to make it harder for Black voters to elect candidates of their choice. That sentiment is especially strong on college campuses, a focal point of several of the Black candidates running for statewide office.

Since 2014, SMS marketing has helped GreenPal stay in direct contact with its 300,000 customers nationwide, increasing sales and engagement, Clayton said. Here's why SMS marketing can be a successful way to reach your customers. Understanding these rules is the biggest hurdle small businesses face in getting started in SMS marketing, she added. Often, businesses need to hire a company to build a custom program or use application-programming-interface services that offer SMS marketing, such as Mailchimp or Twilio.

Known as a hard-liner, Raisi seemingly sought to strike a diplomatic tone. Raisi acknowledged that Iran and Russia have long had strong ties, including defense cooperation. But he denied sending weapons to Moscow since the war began. “If they have a document that Iran gave weapons or drones to the Russians after the war," he said, then they should produce it. Raisi has sought, without evidence, to portray the popular nationwide demonstrations as a Western plot.

“I’m hoping I’m not promoting the movie by myself,” says Nia DaCosta, director of the upcoming Marvel movie “The Marvels" (Nov. 10). The fall has long been the preferred domain of filmmakers and auteurs, but this year that’s doubly so. The planned recipient of the colorful batik top was Chinese foreign minister Qin Gang, who has not been seen in nearly a month and is set to miss at least one other important meeting, in South Africa, next week. It is not clear whether even then Borrell would meet Qin as initially planned, the official said. The former aide to President Xi Jinping was appointed foreign minister in December after serving less than two years as ambassador to the United States. Qin's absence has also been widely discussed in the diplomatic community, with some saying it is another example of China's lack of transparency. Some diplomats have even started to speculate on who may replace Qin, with three telling Reuters the ranking vice foreign minister, Ma Zhaoxu could be a candidate.

That’s what’s a great embarrassment for dictators, when they didn’t know what happened,” Biden told attendees at the fundraiser in the Bay Area, referring to the Chinese spy balloon that the US shot down earlier this year. “He called me and told me not to do that because it was putting him in a bind,” Biden said, referring to the Chinese president. The region has taken on a greater importance for Washington as China has become increasingly assertive over its territorial claims in the area, expands its naval capabilities and militarizes islands in the South China Sea. “Now we have India, Australia, Japan and the United States working hand in glove in the South China Sea, in the Indian Ocean. CNN —President Joe Biden will “at some point” meet with Chinese President Xi Jinping, according to White House national security adviser Jake Sullivan, as the two countries work to reset normal relations amid what has been an extremely tumultuous and tense year in the relationship. And then, at some point, we will see President Biden and President Xi come back together again,” Sullivan told CNN’s Fareed Zakaria in an interview on “GPS” that aired Sunday. That is the firm conviction of President Biden,” Sullivan added. The incident marked the second time in two weeks that Chinese military personnel have engaged in aggressive maneuvers in the vicinity of US military personnel near China’s border. Tensions between Washington and Beijing soared in February after a suspected Chinese spy balloon flew over the continental US and was subsequently shot down by the American military.

The most expensive counties generally have fewer childcare workers or the state doesn't provide enough financial support for low-income families. The US Department of Health and Human Services considers childcare "affordable" if it costs less than 7% of a family's income. The pandemic provided a perfect example of this dynamic: 2 million women left the workforce and haven't returned, citing childcare costs as the No. Counties with higher levels of poverty often lack affordable care as childcare workers themselves can't afford to live on the industry's low wages. In Canada, where childcare workers make more, that ratio is six to one.

CNN —A Chinese fighter jet conducted an “unnecessarily aggressive maneuver” during an intercept of a US spy plane in international airspace over the South China Sea last week, the US military said in a statement Tuesday. The RC-135 was conducting “safe and routine operations” in international airspace, US Indo-Pacific Command said. The US has seen an alarming increase in the number of risky aerial intercepts conducted by Chinese aircraft, according to an INDOPACOM spokesperson. Chinese aircraft have been more aggressive, drawing closer to US and allied aircraft, prompting concern about a potential unsafe incident or miscalculation. Over the past several years, the South China Sea has emerged as a major potential flashpoint in the Asia Pacific.

There are ongoing discussions about visits for four top Biden administration officials — Blinken, Secretary of the Treasury Janet Yellen, Secretary of Commerce Gina Raimondo and Climate Envoy John Kerry – but the order of those visits remains unclear, even among US officials who will be involved in the planning. Inside the administration, some officials have strong views about who should travel first, while others are less concerned about the sequence, multiple US officials told CNN. There are no specific dates currently under consideration for a possible Blinken visit, the officials said. But administration officials now believe that Kerry’s trip is unlikely to come first with the other three officials having discussed possible visits for months. Sullivan and Wang met for more than 8 hours over the course of two days and covered a wide range of topics, administration officials explained to reporters.
The discord between Russia and the other Arctic Council members means that an effective response to these changes is far less likely. Recently, it has taken steps to expand cooperation in the Arctic with non-Arctic states. On April 24, Russia and China signed a memorandum establishing cooperation between the countries' coast guards in the Arctic. "We need to safeguard the Arctic Council as the most important international forum for Arctic cooperation and make sure it survives," Norwegian Deputy Foreign Minister Eivind Vad Petersson told Reuters. "I don't see an Arctic Council without Russia in the future," said Larsen, a Greenland lawmaker at the Danish Parliament and the Chair of Arctic Parliamentarians, a body including MPs from across the Arctic countries.

Pure 1,000-gram gold bars produced by South Korea's LS-Nikko are stacked in a dealers room in Seoul on January 9, 2009. Gold prices advanced on Thursday after the U.S. Federal Reserve hinted it was nearing a pause in its rate-hike cycle, making the safe-haven asset a more attractive bet in a future low interest environment. Spot gold was up 0.4% at $1,976.98 per ounce, as of 0406 GMT. Traditionally considered a hedge against inflation and economic uncertainties, gold prices jumped 2% on Wednesday after the Fed raised interest rates by an expected 25 basis points, and indicated it might pause further increases after the recent collapse of two U.S. banks. Spot silver slipped 0.4% to $22.94 per ounce, platinum added 1.1% at $988.61, while palladium lost 0.5% to $1,443.57.
