Periodic outcries over incompetence and corruption at the top of the Russian military have dogged President Vladimir V. Putin’s war effort since the start of his invasion of Ukraine in early 2022. When his forces faltered around the Ukrainian capital, Kyiv, the need for change was laid bare. When they were routed months later outside the city of Kharkiv, expectations of a shake-up grew. And after the mercenary leader Yevgeny V. Prigozhin marched his men toward Moscow, complaining of deep rot and ineptitude at the top of the Russian force, Mr. Putin seemed obliged to respond. Now, with the battlefield crises seemingly behind him and Mr. Prigozhin dead, the Russian leader has decided to act, changing defense ministers for the first time in more than a decade and allowing a number of corruption arrests among top ministry officials.

CNN —A vigil will be held Monday afternoon for Laken Hope Riley, an Augusta University nursing student who was found dead after jogging on the University of Georgia campus last week, as her suspected killer’s immigration status has drawn the scrutiny of Republican leaders. Riley, who was a UGA student until May 2023, was found dead Thursday near a lake on the university’s campus from blunt force trauma, according to UGA Police Chief Jeff Clark. Riley’s killing has left the University of Georgia to grieve two tragic deaths that occurred less than a day apart: Her body was discovered just hours after the death of a UGA student the previous night. The Monday afternoon vigil will be co-hosted by Riley’s Alpha Chi Omega sorority at UGA in remembrance of both of the dead students, the university said. Clark referred to Riley’s killing as a “crime of opportunity,” noting he believes the suspect acted alone.

After the House speaker forbid her from speaking on Monday, Zephyr's supporters interrupted the legislative session with chants. Seven of the protestors were arrested, and a group of Republicans are calling for her to be disciplined. As the Montana state legislature debated a bill banning youth access to gender-affirming care in mid-April, Zephyr had harsh words for the Republican-led body. Washington CNN —Meta is forging ahead with plans to let teenagers onto its virtual reality app, Horizon Worlds, despite objections from lawmakers and civil society groups that the technology could have possible unintended consequences for mental health. On Tuesday, the social media giant said children as young as 13 in Canada and the United States will gain access to Horizon Worlds for the first time in the coming weeks. Zuckerberg has pushed to spend billions developing VR hardware and software, even as Meta has scaled back significantly in other parts of its business. “Meta is despicably attempting to lure young teens to Horizon Worlds in an attempt to boost its failing platform,” said Connecticut Democratic Sen.
