The Commerce Department is considering a new regulatory push to restrict the export of proprietary or closed source AI models, whose software and the data it is trained on are kept under wraps, three people familiar with the matter said. Currently, nothing is stopping U.S. AI giants like Microsoft -backed OpenAI, Alphabet's Google DeepMind and rival Anthropic, which have developed some of the most powerful closed source AI models, from selling them to almost anyone in the world without government oversight. When that level is reached, a developer must report its AI model development plans and provide test results to the Commerce Department. That computing power threshold could become the basis for determining what AI models would be subject to export restrictions, according to two U.S. officials and another source briefed on the discussions.

Meta will partner with external hardware companies, including Lenovo, Microsoft and Asus, to build virtual reality headsets using the company's Meta Horizon operating system, the company said Monday. The move will create new hardware devices that run on the same operating system and software as Meta's current first-party virtual reality hardware, such as the Quest 3 and Quest Pro. The move further defines the fault lines of the virtual reality hardware market, months after Apple released its $3,500 virtual reality headset called Vision Pro in January. According to Meta CEO Mark Zuckerberg, who shared the news in an Instagram video Monday, the announcement essentially recreates the Android versus iOS dynamic in smartphones — only for virtual reality headsets. Meta Platforms unveiled details on Wednesday about the next generation of the company's in-house artificial intelligence accelerator chip. Reuters reported earlier this year that Meta planned to deploy a new version of a custom data center chip to address the swelling amount of computing power necessary to run AI products in Facebook, Instagram and WhatsApp. The chip, referred to internally as "Artemis," will help Meta reduce its reliance on Nvida's AI chips and reduce its energy costs overall. The new Meta Training and Inference Accelerator (MTIA) chip is part of a broad custom silicon effort at the company that includes looking at other hardware systems too. Beyond building the chips and hardware, Meta has made significant investments in developing the software necessary to harness the power of its infrastructure in the most efficient way.

AI is very power-intensive — and its power needs are only set to rise in the coming years. Morgan Stanley Investment Management's Aaron Dunn says the "next big bottleneck" for the hyperscalers — which are doing a lot of the cloud computing for AI applications — is either power or fiber. And that's why Dunn is "pretty bullish" on utilities, naming one stock to play it: CMS Energy .
