A rocky road awaits the bipartisan infrastructure bill in the House. It would restore key enforcement powers under the Voting Rights Act of 1965 that were struck down by the Supreme Court in 2013. His stance reflects a tentative but notable shift underway among Republicans as the United States haltingly disengages from what critics call the “forever wars” in Afghanistan and Iraq and continues to debate how to battle terrorist groups in the Middle East and Africa. Many Republicans remain opposed to repealing the Iraq-related authorization. And they have shown little enthusiasm for getting rid of the much broader war authorization passed by Congress after the Sept. 11 attacks, which has been used by successive administrations of both parties as the main legal basis for a wide range of military actions. Still, the shifting politics of the issue have helped to fuel the first significant bipartisan effort in a generation to curb a president’s authority to take military action. But it reflects a growing consensus in favor of reasserting Congress’s influence over matters of war and peace, driven at least in part by the changing Republican political calculus.

CNN's efforts to reach Axum were thwarted by both Ethiopian and Eritrean soldiers multiple times over several days. Ethiopian soldiers block CNN's path, threatening the team with detention. CNN was informed by aid agencies that they had also been turned back by Eritrean soldiers manning the same checkpoint. Ethiopian military sources in the region confirmed to CNN that Eritrean soldiers were in control of key checkpoints along the route to Axum. That report was corroborated by humanitarian workers in Tigray, who said they had "protection" issues around distributing aid in some areas as civilians were later robbed of the aid by Eritrean soldiers.

And they're doing good in the process by helping vaccination sites run smoothly. Potential volunteers can Google their county health department's website and check their social media accounts for updates. "Vaccinations for volunteers may be possible, but are not guaranteed at any My Turn – Volunteer sites," the website warns. "None of my friends are vaccinated because they hadn't enlisted with the medical reserve corps to have this opportunity," he said. A total of 177 county volunteers worked 1,184 hours at the county's vaccination clinics in January, she said.
