For years, Wisconsin has been one of the most heavily gerrymandered states in the country, with legislative districts that overwhelmingly favored Republicans. In fact, the maps were so one-sided that, even though the state has a roughly equal share of Democrats and Republicans, Republicans were able to lock in large majorities in the State Assembly and Senate. But earlier this year, the state adopted new maps, which have significantly changed the political landscape in the state for Democrats. They are newly optimistic. So after months of hearing about President Biden’s problems motivating the Democratic base, we traveled to the critical battleground state of Wisconsin to ask: Have new maps led to new energy for Democrats, up and down the ballot?

The Louisiana secretary of state has ordered that the congressional map be finalized by May 15. Even so, they said, it was evident that creating a second district with a majority of Black voters was lawmakers’ overarching objective. But in the map drawn by the Republican-controlled Legislature, only one of the six congressional districts had a majority Black population. The ruling reaffirmed the Voting Rights Act of 1965, which had been diminished over the years by the court’s conservative majority. Critics of Tuesday’s ruling argued that the repercussions in Louisiana could extend beyond a single election, or even partisan divisions.

But it wasn’t until control of the state Supreme Court flipped in August after the election of liberal Justice Janet Protasiewicz that Democrats found a winning formula. (AP) — New York’s bipartisan redistricting commission approved a new congressional map Thursday that makes modest changes to three competitive districts but does not substantially change the rest of the state's lines. New York's congressional redistricting process has been closely watched this year as suburban races in the state could have outsize influence on which party controls the House after the November elections. The redistricting commission was tasked with coming up with new districts after the state's highest court in December threw out the map used in the 2022 elections. MADISON, Wis. (AP) — Wisconsin Democrats are inching closer to overturning Republican-drawn legislative maps that the GOP has used over the past 13 years to grow their majorities and advance their agenda. Republican maps adopted in 2022 by the conservative-controlled Wisconsin Supreme Court used the 2011 map as a template and kept largely the same lines in place. The Wisconsin Supreme Court in December agreed and ordered new maps to be drawn in time for the November election. Meanwhile, the number of minority voters grows in the 12th, which is represented by Rep. Alma Adams of Charlotte. Rep. (AP) — A Wisconsin judge on Friday ordered the former chief justice of the Wisconsin Supreme Court to produce records related to her work advising the Republican Assembly speaker on whether to impeach a current justice. Former Chief Justice Patience Roggensack was one of three former Supreme Court justices asked by Assembly Speaker Robin Vos to give him advice on pursuing impeachment. The liberal watchdog group American Oversight filed a lawsuit seeking records from Vos and the three former justices. Wilcox told The Associated Press he did not produce a report, but verbally told Vos impeachment was not warranted. On Friday, Dane County Circuit Judge Frank Remington issued an order giving Roggensack 30 days to produce any records she has.

(AP) — Pennsylvania voters will make a decision with implications for the future of voting and abortion rights in a presidential battleground state when they choose the winner in Tuesday's election for an open state Supreme Court seat. McCaffery is a former Philadelphia prosecutor and judge who sits on a statewide appellate court, the Superior Court. McCaffery positioned himself as a defender of abortion rights and other rights that he said Democrats had fought for but were under threat from the U.S. Supreme Court’s conservative majority. Democrats also made abortion rights a key avenue to attack Carluccio. Carluccio said a debate over abortion rights didn’t belong in the race since state law makes abortion legal through 24 weeks.

The state is expected to appeal, but in a similar case in Alabama, the high court ruled for voting rights activists. "I applaud the district court's decision ordering Georgia to draw maps compliant with the Voting Rights Act," Georgia state Senate Minority Leader Gloria Butler, a Democrat, said in a statement responding to the ruling. Six members of the Champaign County Preservation Alliance were touring the picturesque downtown in Urbana, the central Ohio town where Representative Jim Jordan has made his mark as a state champion wrestler, an aspiring politician and now a member of Congress. As they watched his attempt to end the tortured efforts to choose a new House speaker, the uncompromising figure he casts nationally is much the same as seen back home in the heavily gerrymandered, largely Republican, Fourth Congressional District that snakes and loops through hundreds of miles of mainly small towns and farmland. The district is much whiter and slightly poorer, less educated and older than the state at large. It went for Donald Trump in 2020 by nearly a 36 percentage point margin. Whether Jordan becomes speaker won't affect his opinion, but it might change how he views those who keep the congressman from winning the speakership.
