WHAT IS THE COMMON FRAMEWORK? The Common Framework requires debtor countries to secure restructuring assurances from any bilateral lenders first and commercial and multilateral lenders second - to Beijing's dismay. "We call on multilateral financial institutions and commercial lenders, who are the main creditors for developing countries, to participate in developing countries' debt relief efforts," Mao said. In Paris, analysts expect China to continue to voice support for the Common Framework but for debt relief to be dispensed "case-by-case". The last time global policymakers met to discuss the Common Framework in Washington, China proposed the IMF should speed up and improve information sharing on debt sustainability analyses.

But if they gave in to the threat, how did the newspapers know the bomber would keep his word — or whether other terrorists would make such demands in the future? In September of that year, at the urging of the Justice Department and the Federal Bureau of Investigation, the newspapers decided to publish. The manifesto provided critical clues to his identity, and six months and two weeks later, the Unabomber — Theodore Kaczynski, who died in a federal prison cell on Saturday — was captured. But to many in the profession, acceding to Mr. Kaczynski’s demands set a terrible precedent, undermining journalistic independence and doing the bidding of law enforcement. “They really made a pact with the devil when they have no control ultimately over what he will do or not do.”

June 2 (Reuters) - Texas Governor Greg Abbott on Friday signed a bill that bans transgender healthcare including puberty blockers and hormone therapy for minors, making Texas the largest of the 20 states to have outlawed gender-affirming care. Republican lawmakers across the country have promoted similar bills, saying they mistrust the consensus among major medical associations that endorse gender-affirming care as needed and even life-saving for trans youth after extensive evaluation. Texas, the second most-populous U.S. state, has an estimated 29,800 transgender youth aged 13 to 17, according to the Williams Institute of UCLA. The Texas law creates exceptions for minors who began treatment before June 1 or for those who attended 12 or more sessions of mental health counseling or psychotherapy for at least six months. Groups including the American Medical Association, the American Psychological Association and the American Academy of Pediatrics oppose the legislation.

JERUSALEM, March 29 (Reuters) - Israeli Prime Minister Benjamin Netanyahu voiced confidence on Wednesday that he would find compromise with the political opposition over his judicial overhaul after the contested reforms drew a strong reproach from U.S. President Joe Biden. Separately, Netanyahu predicted on Wednesday that Israel would join the U.S. Visa Waiver Programme in September after passing legislation required by Washington. The national guard was launched last year under former Prime Minister Naftali Bennett. "We don't trust the government and certainly not the prime minister and his gang," said 75-year-old retiree Chanoch Lipperman in Tel Aviv. But Biden, when asked by a reporter if he would be inviting Netanyahu, replied: "No, not in the near term."
As in 2011, the GOP speaker runs a House majority full of ideologically-driven conservatives who want to use the debt limit as leverage to force budget changes on a Democratic-led Senate and White House. “It is possible we will eventually see House Republicans put forth a plan for dealing with both the debt limit and the spending problem. After 2011, the Obama White House drew a hard line when the debt limit deadline came up again in early 2013. Andrew Harnik / APAsked about Biden's position and the GOP criticisms, the White House said the president “takes a backseat to no one” on pursuing bipartisanship, but said that the no-negotiations stance from 2013 onward on the debt limit succeeded. “Everyone seems to have forgotten that there was a debt limit standoff in 2013 where Obama adopted the no-negotiation approach and prevailed with a clean debt limit,” he said.
"Today, RWE Power will start to demolish the former settlement of Luetzerath," the company said in a statement. The protest follows a regional court decision on Monday that upheld an earlier ruling to vacate the village whose land and houses now belong to RWE. "RWE is appealing to the squatters to observe the rule of law and to end the illegal occupation of buildings, plants and sites belonging to RWE peacefully," RWE said. Those include firing up mothballed coal power plants and extending the lifespan of nuclear power stations after Russia cut gas deliveries to Europe in an energy standoff that sent prices soaring. The government has, however, brought forward the date when all brown coal power plants will be shut down in North Rhine-Westphalia, to 2030 from 2038, acceding to a campaign promise from the Greens.
Many Greens oppose the mine's expansion, but Economy Minister Robert Habeck of the Greens party has fronted the government's decision. Some activists dumped 250 kg (551 lb) worth of coal blocks in front of a local Greens party headquarters, German media reported. Some of the activists have built treehouses in Luetzerath, believing these would make it harder for police to force them to leave. The move echoes a similar protest in 2013 in the Hambach forest, which delayed an RWE coal mining project for years and became a symbol of anti-coal demonstrations. The EU has blocked the funds over worries around corruption and poor judicial independence in Hungary, which in turn vetoed the EU loan to Kyiv and a proposal for a global corporate tax. "I note the efforts made so far by Hungary to address several of the remedial measures," EU Budget Commissioner Johannes Hahn wrote in a letter. Orban, in power since 2010, has cultivated close ties with Moscow and repeatedly stalled EU sanctions against Russia. International watchdogs say Orban has long channelled EU funds to associates to entrench himself in power. It has also been withholding approval of some 5.8 billion euros for Hungary from an EU fund set up to help countries recover from the COVID pandemic, citing insufficient independence of courts from politicians.
One would think that those perpetuating the “open border” myth would be eager to seize every opportunity to strengthen border security. This action — and similar ones orchestrated by other GOP governors — have also deliberately elevated the “open border” narrative, which falsely represents that unlawful immigrants are waltzing into the U.S. through a porous southern border in droves. Contrary to the “open border” myth, U.S. borders are guarded by a vast and well-funded national security agency that has grown far larger and more powerful in recent years. Nick Ut / Getty Images fileOne would think that those perpetuating the “open border” myth would be eager to seize every opportunity to strengthen border security. Characterizing the humanitarian challenge at the southern border as a solely U.S. “open border” problem also presents an inaccurate picture of the global forced displacement crisis.
