The body found Wednesday near the Kentucky highway where a gunman opened fire Sept. 7 has been identified as the suspected shooter, Joseph A. Couch, officials said on Friday. Personal effects and a weapon were found with the body, officials said. Authorities have been searching for Couch, 32, since the shooting spree next to Interstate 75 in Kentucky that left five people seriously injured. The Laurel County Sheriff's Office said 12 vehicles were hit and an estimated 20 to 30 rounds were fired. The woman called dispatchers in Laurel County to report the messages.

A college student allegedly scratched a racial slur onto another student's body at Gettysburg College in Pennsylvania, officials said Thursday. According to the Gettysburgian, the college's student newspaper, at least two members of the swim team have been suspended following the attack. The college added that upperclassmen students from the swim team were the first to report the incident to the school. One student told WGAL that he was "disgusted" by the news of the attack. Less than a week after NBC News detailed how the hospital system Atrium Health of North Carolina aggressively pursued former patients’ medical debts, placing liens on their homes to collect on hospital bills, the nonprofit company announced it would cancel those obligations and forgive the unpaid debts associated with them. Some 11,500 liens on people's homes in North Carolina and five other states will be released, Atrium’s parent company, Advocate Health, said with some dating back 20 years or more. The Georgia state election board on Friday voted 3-2 to require counties to hand-count ballots cast on Election Day, a move that could drastically lengthen the amount of time to tally results in a critical battleground state. Number one is the actual counting of the number of ballots that you have at the precinct. Georgia's rule only requires election workers to count the number of ballots — not every votes on the ballot — but election officials are still worried about the impact. The maker of the party game Cards Against Humanity has sued Elon Musk’s SpaceX accusing it of trespassing on and damaging company-owned property in Texas. The dispute involves a plot of vacant land near Brownsville, Texas, far from the Cards Against Humanity corporate headquarters in Chicago. No wall was ever built on the property, where the company keeps a “No Trespassing” sign, according to the company. Cards Against Humanity said it bought the land after 150,000 people each paid $15 toward a crowdfunding effort. Cards Against Humanity complained to SpaceX about the alleged trespassing and damage, according to a website the game maker set up devoted to the lawsuit.

The local police team responsible for the roof a shooter used to fire at ex-President Donald Trump on July 13 in Butler, Pennsylvania, had never spoken to the Secret Service prior to the attempted assassination, a report released by the Secret Service on Friday says. Among other errors, the report found that one local police entity working security at the Trump rally requested support from another local department without the Secret Service being aware. While investigating the incident, the Secret Service placed some officials, including the director of the Secret Service’s Pittsburgh Field Office, on leave. “The former president is getting everything that the current president has with respect to Secret Service assets,” Rowe said. A 16-year-old boy died Wednesday after he was apparently struck by lightning while riding a bicycle in Florida, police said. Pembroke Pines Fire Rescue officials told NBC South Florida that the teen had burn wounds on his chest and inner thighs. Zandra Laguna, who lives in the neighborhood, told NBC South Florida she went outside and saw the teen across the street on his bike just moments before a lightning strike. Officials at McArthur High School in Hollywood, Florida, told NBC South Florida the teen was an 11th grader there, but his name has not yet been released. “I offer my deepest condolences to the student’s family and loved ones, teachers and classmates,” Principal Mark Howard said in the message, NBC South Florida reported.

The Federal Trade Commission said Friday that it is suing three drug middlemen, accusing them of inflating insulin prices. PBMs work with insurance companies to negotiate discounted prices from drug companies in exchange for including the drugs in their coverage. The drug was priced at $274 in 2017, as a result of the PBMs rebate system strategy, the FTC said. In July, Democratic and Republican lawmakers blamed executives from Caremark, Express Scripts and Optum Rx for sky-high prescription drug prices in the U.S. during an oversight committee hearing. The lawsuit also comes as states — most recently Vermont — have sued PBMs, alleging they drive up drug costs.

On social media, accounts with the usernames “Heather Baker Midwife” and “heatherbakermidwife,” one of which had her photo, sent “cease and desist” messages to Nosek and another former client. John Beard, a spokesperson for the Wisconsin licensing agency, declined to answer questions about Baker, citing an ongoing investigation. After an initial check when Baker arrived, Nosek told NBC News, Baker checked his heartbeat only four times after her labor began. Baker, Nosek said, tried to resuscitate him.
