Ukraine faces an enormous fundraising challenge, and it’s one that governments and development finance institutions won’t be able to meet without help from private investors. The Ukraine Development Fund is still in the planning stages and is not expected to launch until the conflict ends. But it faces a crucial test Wednesday, when it will canvas support from governments and investors attending the London conference. Attracting private investmentThe Ukraine Development Fund aims to raise so-called concessionary capital from governments and development finance institutions, and then use that to attract private investment. Sunak also unveiled a “war-risk insurance” framework Wednesday, backed by Group of Seven countries, which will help limit potential losses faced by private investors in Ukraine.

While its military struggles on the ground in Ukraine, Russia has leaned heavily on aerial attacks. It has also hit bases on the Crimean Peninsula that support the Black Sea Fleet and its missile-equipped warships. The Black Sea Fleet has been reinforced by ships from Russia's Caspian Flotilla, which arrived through a canal connecting the seas. Though the Black Sea Fleet has been able to blockade Ukrainian ports, Ukraine has scored significant victories against it. In December, Ukrainian drones blasted two air bases east of Moscow — hundreds of miles from the Ukrainian border.

It will also be recorded in history as a battle that exposed more than anywhere the meat-grinder approach of Russian fighting. Taking Bakhmut would be the first Russian gain since it captured (and later lost) the key southern Ukrainian city of Kherson in November. That Ukrainian forces have demonstrated such endurance in the battle for Bakhmut should come as little surprise. Russian aircraft, some operated by mercenaries, are also being used in fighting around the city. Yet the Russian Air Force is still conducting airstrikes with limited success, including around Bakhmut. Russian aircraft "are bombing in Bakhmut, particularly at night so that they can avoid most types of MANPADS. A retired Russian air force general named Kanamat Botashev may have been one of them. In addition to its other struggles, Russia's air force has been plagued by a shortage of fully trained pilots.
