President Biden will designate Kenya on Thursday as a “major non-NATO ally,” according to a U.S. official, a move that reflects the president’s determination to deepen relations with the East African nation even as other countries — including Russia and China — are racing to do the same. Mr. Biden will inform Congress of his intention, as required by law, as he hosts President William Ruto of Kenya with a formal state dinner at the White House on Thursday, said the official, who spoke on the condition of anonymity to allow Mr. Biden to make the announcement. The designation is given to countries whose militaries have a strategic working relationship with the United States, though not necessarily a mutual defense pact. Kenya would be the first sub-Saharan African country to be so designated. As he greeted Mr. Ruto upon his arrival in Washington on Wednesday afternoon, Mr. Biden officially reneged on that promise, telling him that he intended to visit the continent “in February, after I am re-elected.” For months, Mr. Biden’s aides had ducked questions about whether he would travel to Africa during a busy election year.

On June 8, 1931, Alexander McClay Williams, a 16-year-old Black student, was executed by electric chair, the youngest person to be put to death in Pennsylvania history. Months earlier, Alexander had been convicted of murdering a 34-year-old white woman, Vida Robare, a matron at the reform school outside Philadelphia that Williams attended. There were no witnesses to the murder, and evidence that might have cleared Alexander was kept from the jury by prosecutors. For almost four decades, Sam Lemon, a great-grandson of William Ridley, Alexander’s lawyer, worked to reveal that Williams had not committed the crime, and was the victim of gross prosecutorial misconduct by Delaware County, Pa.A judge overturned the conviction in 2022 and granted a motion for a retrial. Jack Stollsteimer, the Delaware County district attorney, moved to dismiss the charges posthumously, acknowledging yet another example of a Black person being wrongfully convicted of a crime they hadn’t committed.

Frank Stella, whose laconic pinstripe “black paintings” of the late 1950s closed the door on Abstract Expressionism and pointed the way to an era of cool minimalism, died on Saturday at his home in the West Village of Manhattan. CNN —Kenya’s military chief, Francis Ogolla, died in a helicopter crash in the western part of the country on Thursday, President William Ruto announced in a televised address. “I am deeply saddened to announce the passing on of General Francis Omondi Ogolla, the Chief of the Kenya Defence Forces,” he said. The helicopter crashed shortly after take-off on Thursday afternoon local time, killing Ogolla and nine other members of the military, Ruto said. Ogolla was on his way to visit troops in the North Rift region of the country and to inspect ongoing school renovations, the president said. “For me, as the Commander in Chief of the Kenya Defence Forces, it is a tragic moment for the Kenya Defence Forces fraternity and it is a most unfortunate day for the nation at large,” Ruto said.
