CNN —A United Nations inquiry into the first few months of the war in Gaza has found both Israel and Hamas committed war crimes and grave violations of international law, in the body’s first in-depth investigation into the October 7 attacks and the ensuing conflict. Rockets are launched by Hamas from the Gaza Strip towards Israel on October 7, 2023. Hatem Moussa/APIn the first 2.5 months of the conflict, the commission found, Israel committed war crimes as well as crimes against humanity – the latter defined as a widespread, systemic attack directed at a civilian population. The International Criminal Court announced last month it was seeking arrest warrants for several top Hamas and Israeli leaders, including Israeli Prime Minister Benjamin Netanyahu on charges of war crimes and crimes against humanity. “It is imperative that all those who have committed crimes be held accountable,” said commission chair Navi Pillay.

Even last month, less than an hour after Biden unveiled his proposal, Netanyahu insisted Israel would not end the war until Hamas is defeated. But detailed negotiations to implement its provisions are yet to yield agreement from both Israel and Hamas. The ambassador also said the deal “rejects any geographical changes” in Gaza and reiterates the commitment for a two-state solution. Blinken arrived in Israel on Monday, following the resignation of Benny Gantz from the Israeli war cabinet on Sunday. More than 37,000 people have been killed in Gaza since the war began, according to the Ministry of Health in Gaza.

CNN spoke to three Israeli whistleblowers who worked at the Sde Teiman desert camp, which holds Palestinians detained during Israel’s invasion of Gaza. Reports of abuse at Sde Teiman have already surfaced in Israeli and Arab media after an outcry from Israeli and Palestinian rights groups over conditions there. CNN has requested permission from the Israeli military to access the Sde Teiman base. The account tallied with details of a letter authored by a doctor working at Sde Teiman published by Ha’aretz in April. The structure, which resembles an animal pen, is located in the central area of the Sde Teiman compound.

Hong Kong CNN —Chinese diplomat Wang Kejian met Hamas political leader Ismail Haniyeh in Qatar, China’s Foreign Ministry said Tuesday, the first meeting between a Chinese and Hamas official publicly acknowledged by Beijing since the outbreak of the war in Gaza. Wang and Haniyeh “exchanged views on the Gaza conflict and other issues” during their meeting Sunday, according to a brief readout from China’s Foreign Ministry Tuesday. Wang’s visit comes as Beijing aims to step up its profile as a peace broker and has become increasingly vocal in its opposition to the Gaza war. Fighting began on October 7 when Hamas carried out a deadly attack on Israel, killing more than 1,200 people and taking some 250 hostages, according to Israel. During his visit to the West Bank, Wang met with the Palestinian Authority’s foreign minister Riyad al-Maliki, where the Chinese envoy said Beijing is “deeply concerned” about the conflict in Gaza.

CNN —Hisham Awartani, one of the three Palestinian college students who were shot while walking in Vermont over Thanksgiving weekend, is paralyzed from the chest down after a bullet became lodged in his spine, his mother said. Elizabeth Price told CNN on Tuesday her son had an “incomplete spinal injury,” meaning he can feel his legs but can’t move them. Awartani, Abdalhamid and Ahmad have been friends since grade school, Price told CNN on Monday from Ramallah. Abdalhamid told CNN’s Anderson Cooper on Friday he was shot in the back while running away moments after the other two students were shot. “This absolutely was a hateful act,” Murad told CNN Monday.

Israeli Prime Minister Benjamin Netanyahu said at the weekend that the PA in its current form should not take charge of Gaza. In the wake of Netanyahu's comments, Israeli officials have insisted that Israel does not intend to occupy the Gaza Strip. Dahlan has the backing of the influential United Arab Emirates to lead a post-war administration in Gaza, according to diplomats and Arab officials. So far, the U.S. and its allies have not seen any clear roadmap from Israel for its exit strategy from Gaza beyond the declared aim of eradicating Hamas, diplomats say. Not since the U.S. invasion of Iraq in 2003 has there been such widespread concern about military action raging across the Middle East, according to Arab officials and diplomats.

CNN —Israeli Prime Minister Benjamin Netanyahu on Sunday refused to answer whether he would take responsibility for failing to prevent the October 7 attack on Israel, saying that there would be time for such “difficult” questions once the war is over. Asked if he would allow days-long pauses, Netanyahu told CNN, “that’s not a pause.”“If you’re talking about stopping the fighting, that’s exactly what Hamas wants,” Netanyahu said, arguing that Hamas would use those extended pauses to replenish its supplies. This week, the US suggested that the Palestinian Authority – which exercises limited self-rule in the occupied West Bank – could play a role. Remember the PA [Palestinian Authority] was already in Gaza,” Netanyahu continued. The PA used to run both Gaza and the West Bank but was ousted after a brief civil war with Hamas.

U.N. High Commissioner for Human Rights Volker Türk again called for a cease-fire in the Israeli-Hamas war and for the release of hostages held by the Palestinian militant group, while urging Israel to protect civilians in the West Bank. Türk condemned the "atrocious attacks" of Hamas on Oct. 7, which should "outrage each and every one of us," as well as the "indiscriminate effects" of Israeli attacks in densely populated areas in the Gaza Strip. He said the U.N. human rights agency continues to monitor strikes against hospitals in the Gaza enclave, adding, "Considering the predictable high level of civilian casualty and the wide scale of destruction of civilian objects we have very serious concerns that these amount to disproportionate attacks in breach of international humanitarian law." Israel has repeatedly said it does not target civilians and sets out to demilitarize Hamas positions. — Ruxandra Iordache

As the Klemensons and their nephew drove around extracting families, kibbutz residents jumped out of their hiding places. Obama Urges Restraint in Israel’s War With Hamas

Israel's strategy to cut off water, food and electricity to Gaza – where half the population are children – adds to the suffering of Palestinian civilians who had nothing to do with the brutal Oct 7 attack on Israel, Obama wrote. "It’s therefore important that those of us supporting Israel in its time of need encourage a strategy that can incapacitate Hamas while minimizing further civilian casualties." Israel has yet to launch a promised ground invasion to clear out Hamas, and Biden, in his visit to the war zone last week, said he implored Netanyahu to adhere to the "rules of war." Asked about a cease-fire, Biden said Hamas abductors needed to release the hostages, "and then we'll talk." Hamas released two Israeli hostages Monday, after letting free two American captives over the weekend.

Arab citizens and permanent residents in Israel make up just over 20% of the country’s population. The roughly 2 million people are distinct from Palestinians living in the occupied West Bank and Gaza – but they are far from a uniform group. Many have family in the West Bank and Gaza. Last Wednesday, Prime Minister Benjamin Netanyahu and some opposition leaders joined an emergency war cabinet to manage the war. The finance minister is Bezalel Smotrich, who supports abolishing the Palestinian Authority and annexing the West Bank – neither are part of the war cabinet, although they are maintaining their ministerial roles.

Experts say this initial response may expose Beijing’s limited influence in the region, despite official propaganda talking up China as the world’s new peacemaker. Yuval Waks, a senior official at the Israeli Embassy in Beijing, said his country expected a “stronger condemnation” of Hamas from China. State media coverageDespite its claims of neutrality, coverage of the conflict on China’s state-run television appears more slanted. Chinese state media were also quick to blame the US for the conflict now raging in the heart of the Middle East. “China looks at Israel as an opportunity to get points with the broader Arab world and the rest of the developing world.
