CNN —A delegation of Kenyan “command staff” has arrived in Haiti, according to a law enforcement source in the country, ahead of the long-delayed arrival of a Kenyan-led multinational security support force in the Caribbean nation. Members of the delegation are also expected to meet with US and United Nations officials in the country, sources said. The UN Security Council last year authorized a multinational mission to support Haiti’s National Police in battling deadly gangs that have seized control of much of the capital Port-au-Prince. But despite strong support from the US and other regional powers, the mission has been mired in uncertainty and legal challenges for months. The council said Tuesday that it met with top Haitian police brass to discuss the multinational mission.

CNN —Heavy gunfire has forced flight cancellations at Haiti’s main airport and killed at least four at a police station, as the Caribbean nation grapples with surging gang violence and political instability. Haiti has been gripped by a wave of unrest and gang violence in recent years. A powerful Haitian gang leader said gun fights that broke out across Port-au-Prince on Thursday were aimed at overthrowing Henry’s government, multiple media outlets reported. An attack on Bon Repos Police Station, north of Port-au-Prince, on Thursday left at least four people dead and three wounded, a security source told CNN. Reliable and affordable food and commodity imports are more important to a net food importer like Kenya than to some other countries. WASHINGTON (AP) — President Joe Biden plans to welcome Kenyan President William Ruto to the White House in May, hosting a state visit after reneging on his promise to visit Africa last year. Biden hosted a state dinner celebrating close ally Australia in October, which followed the president's skipping a stop in that country earlier in 2023 to focus on debt limit talks in Washington. But those festivities last fall were toned down some given Israel’s ongoing war with Hamas. Biden said in December 2022 that he would visit sub-Saharan Africa the following year, which would have made him the first U.S. president to travel there in a decade. Biden pulled off last-minute trips to Israel and Vietnam, as well as a secretive journey to Ukraine.

Reuters —A Kenyan official who had been in Washington for talks on a planned international security force to help Haitian police fight gangs was found dead in his hotel room this week, police in the US capital said on Thursday. Washington police said they found 39-year-old Nyamato Walter unconscious in a hotel room in downtown Washington on Tuesday morning, and pronounced him dead at the scene. No deployment date has been set, and the United Nations has yet to publish details of a fund set up to gather contributions from member states. Some other African and Caribbean countries have also pledged support, while the United States has offered funds. Heavily-armed gangs have since grown in strength and are now estimated to control most of the capital, Port-au-Prince.

Nairobi, Kenya CNN —A judge in Kenya has barred the East African nation from deploying 1,000 police officers to Haiti to lead a UN-backed multinational force to restore security in the Caribbean nation. High Court judge Chacha Mwita ruled on Friday that President William Ruto and his National Security Council do not have the authority to send police officers to Haiti or any other country under Kenyan law. But Kenyan politician Ekuru Aukot led a legal challenge to the planned in deployment in court, terming it unconstitutional. “There’s no reciprocal arrangement between Kenya and Haiti and there can be no legitimate deployment of police officers to Haiti,” Judge Mwita said when he read his ruling in Nairobi. Gang violence rose by more than 100% in Haiti last year with over 8000 victims documented, according to UN data.

The unusually heavy rains are largely caused by the El Niño weather phenomenon and are forecast to continue into the new year by the Kenya Meteorological Department. This phenomenon has been associated with severe flooding in eastern Africa, resulting in landslides, elevated waterborne diseases, and food shortages. Meanwhile, the northern and southern regions of the continent often endure prolonged periods of severe drought during El Niño events. That means the Horn of Africa may experience more drought as well as floods from heavy rain.
