WASHINGTON — U.S. Attorney General Merrick Garland announced on Friday that David Weiss, the federal prosecutor in Delaware who has led the criminal investigation of President Joe Biden's son, Hunter Biden, will be appointed special counsel in the case. Garland said that Weiss, who was appointed by former President Donald Trump to become a U.S. Attorney in 2018, asked earlier this week to be named special counsel. At nearly the same time Garland was announcing the special counsel investigation of the president's son, federal prosecutors revealed in new court filings that they had reached an "impasse" in plea negotiations with Hunter Biden's lawyers. "The Government now believes that the case will not resolve short of a trial," they wrote in a federal filing in Delaware.

WASHINGTON — U.S. Commerce Secretary Gina Raimondo said companies that voluntarily agree to forgo stock buybacks for five years will get preferential treatment when the agency doles out $52 billion authorized under the CHIPS and Science Act. Raimondo said stock buybacks is one factor being taken into consideration as part of a $39 billion manufacturing subsidy program. The law also creates a 25% investment tax credit for building chip plants, estimated to be worth $24 billion. Beyond that, we're giving a preference to companies who voluntarily say they won't do a buyback for five years," Raimondo told CNBC's Sara Eisen on Monday. The Commerce Department began accepting applications for CHIPS funding at the end of February.

WASHINGTON — U.S. House Republican leader Kevin McCarthy, R-Calif., lost a seventh vote for House speaker Thursday, despite conceding to several new demands from his far-right opponents. An eighth vote was expected, although there were few signs that McCarthy's fortunes would improve. "I think everyone in the conversation wants to find a solution," McCarthy said on his way into the House chamber for the vote. With 222 Republicans in the House, he can't afford to lose more than four votes. Ahead of Thursday's votes, Democratic Party leaders berated Republicans for the party's dysfunction, and emphasized the harm that going days without a House speaker was inflicting on the legislative branch and the nation.
A spokesman for McCarthy did not respond to questions from CNBC about the committee vote schedule. Instead, both sides have dug in over the past week, telling reporters they're ready to take the fight all the way to the House floor on Jan. 3. "Oh yeah, I'll take the speaker's fight to the floor," McCarthy told reporters in the Capitol recently. "The goal was never to embarrass Kevin McCarthy on the [House] floor, no one wants that," she said. It also prompted McCarthy to issue a long statement condemning her prior remarks, which he said "do not represent the values or beliefs of House Republicans."

WASHINGTON — U.S. Capitol Police had a camera feed showing the outside of House Speaker Nancy Pelosi's, D-Calif., home in San Francisco during the attack on her husband Friday, but no one was monitoring it at the time, two sources familiar with the situation said. The camera is one of about 1,800 at the Capitol complex and around the country that the Capitol Police have the ability to monitor. The Washington Post first reported no one was actively watching the camera feed when the break-in occurred early Friday morning. Pelosi was in Washington, D.C., at the time her husband, Paul Pelosi, was attacked. I came here to have a little chat with his wife,” DePape said he told Paul Pelosi, the filing alleges.
