Mr. Manchin has said he will not run for re-election to the Senate or for governor — a role he previously held for two terms — but rumors persist on Capitol Hill that he could change his mind. West Virginia’s deadline for independent candidates to declare their candidacies is not until Aug. 1. Since Mr. Manchin said he would not run again, Senator Chuck Schumer, Democrat of New York and the majority leader, has been pleading with him to formally leave the Democratic Party and seek re-election as an independent. CNN —The Supreme Court on Monday declined to review an appeal from a group of parents who claimed their suburban Washington-area school district was hiding transgender support plans involving their children. It’s the latest in a series of cases where the high court has dodged the issue of transgender rights at school – often leaving in place lower court rulings that sided with trans students. The appeals court said that the parents had not established that they were injured in a way that allowed them to sue. Three years ago, the Supreme Court declined to take up an appeal from a Virginia school district about whether schools may ban transgender students from using a bathroom that reflects their gender identity. Last year, the court denied West Virginia’s request to let it enforce a state law that bans transgender women and girls from participating on public school sports teams.

Property taxes, the lifeblood of local governments and school districts, are one of the most powerful and stealthy engines of racism and wealth inequality our nation has ever produced. In theory, the property tax would seem to be an eminently fair one: The higher the value of your property, the more you pay. This results in wealthy communities enjoying lower effective tax rates while generating more tax revenues; at the same time, poorer ones are forced to tax property at higher effective rates while generating less in return. And for all the taxes Black people paid, they got little to nothing in return. During those years, the nation’s real estate industry made white-owned property in white neighborhoods worth more because it was white.

Virginia will end legacy admissions at public universities after Gov. Under House Bill 48, public universities in the state will be barred from giving preferential treatment to applicants based on their connections to not only alumni but to donors as well. The ban will notably affect the University of Virginia and William & Mary, which are among the country’s more selective public universities. Virginia Tech, another prestigious public university, already announced last year that it would no longer take an applicant’s legacy status into account in the admissions process. Mr. Youngkin, a Republican, said in a statement in January that he believed “admission to Virginia’s universities and colleges should be based on merit.”

The most important message from the primaries is the most straightforward: Trump’s coalition is the dominant faction in the GOP. Robert Jeffress, pastor of First Baptist Church of Dallas, said he doesn’t identify as a Christian nationalist, but does believe America was founded as a Christian nation. Six in 10 U.S. adults said the founders intended America to be a Christian nation, according to a 2022 Pew Research Center survey. About 45% said the U.S. should be a Christian nation.

CHARLESTON, W.Va. (AP) — Cleveland-Cliffs announced Thursday that it is shutting down a northern West Virginia tin production facility indefinitely and plans to lay off 900 workers after the International Trade Commission voted against imposing tariffs on tin imports. The trade commission also voted to stop a duty investigation into tin products shipped from South Korea. Cleveland-Cliffs said it will offer either severance packages or opportunities for workers in Weirton to be relocated to its other facilities. The trade commission ruling was shocking and made it “impossible for us to viably produce tinplate.”Goncalves added that the trade commission’s decision “is a travesty for America, middle-class jobs, and our critical food supply chains. Cleveland-Cliffs' tin facility in Weirton was once a nearly 800-acre property operated by Weirton Steel, which employed 6,100 workers in 1994 and filed for bankruptcy protection in 2003.International Steel Group bought Weirton Steel in federal bankruptcy court in 2003.

The problem underscores a widely held consensus that Virginia’s mental health care system is in urgent need of reform, due to what Gov. Improving mental health care became a priority in the U.S. like never before as the pandemic brought new levels of isolation, fear and grief, in addition to pre-existing crises such as rising drug overdose deaths and the struggles burdening teen girls. Survey data from the U.S. Substance Abuse and Mental Health Services Administration found that in 2022, about half of adults with any mental illness did not receive treatment. Elsewhere in the U.S., states' policy concerns and approaches to improving mental health care have varied. Utah became the latest state to regulate bathroom access for transgender people after Republican Gov. Opponents noted not all states allow people to change their birth certificates and that many trans people don’t want to have surgery. West Virginia’s Legislature is considering a transgender bathroom bill for students this year. “Nobody I know cares if a transgender woman comes into their bathroom, uses it for its intended purpose and walks out,” Birkeland said. For months, some of the Republican Party’s top donors have dreamed of a dramatic late entrance into the presidential race by Gov. Glenn Youngkin of Virginia, envisioning an improbable scenario in which the fleece-vested former financier rips control of the party away from Donald J. Trump. Mr. Youngkin had been viewed by some Republicans as the key to unlocking their political problems in the suburbs. Mr. Youngkin’s blueprint, the thinking went, could help the Republican Party halt a series of stinging defeats since the Supreme Court’s decision to overturn Roe v. Wade. Mr. Youngkin encouraged his party to lean into the fight, spending heavily on a television ad that explained the Republican plan to ban abortion in Virginia after 15 weeks of pregnancy with exceptions for rape, incest and the life of the woman.

In Election Day’s marquee contests – the Kentucky gubernatorial race, Virginia’s legislative elections and a pro-abortion-rights ballot measure in Ohio – Democrats notched victories. Beyond that, “the real test was Trump’s ability to move voters in a state race,” Cross says. Tate Reeves won a second term – though the race was relatively close for a deep red state. In the secretary of state race, incumbent Michael Watson, a Republican, outran Reeves by more than 8 points in defeating Democrat Ty Pinkins.
