The Southeast Asian electronics manufacturing hub already hosts U.S. giant Intel's (INTC.O) largest semiconductor packaging and testing plant worldwide and is home to several chip designing software firms. It is working on a strategy to attract more semiconductor investment, including from foundries, which focus on manufacturing chips. Meetings with half a dozen U.S. chip firms took place in recent weeks, including with fab operators, Vu Tu Thanh, head of the Vietnam office of the US-ASEAN Business Council, told Reuters. He declined to identify the firms because talks were still at a preliminary stage. John Neuffer, President of the U.S. Semiconductor Industry Association, at the same conference recommended the government focus on chip sectors where Vietnam was already strong, such as assembling, packaging and testing.

Boeing and Vietnam Airlines did not immediately respond to Reuters' requests for comment. The deal between the two companies was announced by the White House on Sunday. Boeing also has a deal with Vietnam Airlines' rival VietJet (VJC.HM) for the sale of 200 of its 737 MAX planes.

That made Vietnam one of the top buyers of Russian arms, according to data from the Stockholm International Peace Research Institute (SIPRI), which tracks global military expenditures. Starting Thursday, the country will host its first large-scale international arms trade fair, for which more than 170 companies from 30 countries have registered, the defence ministry said. The Defence Ministry referred questions about the country's defence industry to the Foreign Ministry, which did not respond to requests for comment. A half-dozen Russian defence firms are registered for the Hanoi fair, including Rosoboronexport, the state agency that imports and exports weapons. That year, the COVID-19 pandemic reduced Vietnam's military imports to only $32 million, of which $9 million worth were Russian arms.
