Russian state TV website goes down during Putin speech

MOSCOW, Feb 21 (Reuters) - Russian state media websites broadcasting President Vladimir Putin's address to the country's two houses of parliaments on Tuesday suffered an outage during his speech. Reuters journalists in multiple locations were unable to access the All-Russia State Television and Radio Broadcasting Company (VGTRK) website or the Smotrim live-streaming platform for periods during the speech. A message on the VGTRK website said that "technical works were being carried out" while the Smotrim website was not loading. Shortly before the speech started, state TV channels had broadcast a segment on the technical preparations that go into broadcasting the speech, saying the live stream would be carried across all major Russian TV channels. The state-run RIA Novosti news agency said the outage was the result of a distributed denial of service (DDoS) attack.
Online broadcasts of Vladimir Putin's annual speech were interrupted on Tuesday. A pro-Ukraine hacking group has claimed responsibility for a DDoS cyberattack. Russia's state-run RIA Novosti news agency, meanwhile, said disruptions to the broadcast were the result of a Distributed Denial of Service (DDoS) attack. Though it is not clear who or what was behind the outages, at least one pro-Ukraine hacking group has claimed responsibility. Newsweek reported that another hacking group claiming to work on behalf of Russian opposition activist Alexey Navalny also claimed responsibility, saying it caused the disruption along with "other hackers."
Posting to social media sounded like an easy work-from-home gig, so he applied. This post from the Prigozhin-backed Social CMS network in Mexico referred to America as "we." He verified his account by providing chat transcripts, screenshots, contracts, and internal company documents. But just because Social CMS didn't yield an immediate, large-scale impact doesn't mean it should be ignored. "I didn't know who are you," wrote the person who is listed in the corporate directory as Prigozhin's media liaison.
A video appears to show a Russian drone boat or another weapon attacking a key Ukrainian bridge. Zatoka bridge, south of Odesa, connects to Moldova and is a key supply route. Some analysts on Twitter suggested it was a drone boat carrying explosives, while others suggested it could be an Uncrewed Surface Vessel (USV). According to The Telegraph, Russian opposition media confirmed through geolocation that the video does show an attack on the Zatoka bridge. Russia has previously tried to bomb the Zatoka bridge from the air, which was used to deliver supplies to Ukrainian forces through Moldova, but has had limited success.

Consiliul Concurenţei a pus punct speculaţiilor privind activitatea companiei "Casa Media Corp" SRL, una dintre cele mai importante regii de vânzări a publicităţii TV în Moldova. Plenul instituției a constatat că această companie a fost discreditată cu informaţii false de către "TV Comunicaţii Grup" SRL, deţinătorul licenţei "RTR Moldova", care este o televiziune controlată direct de Moscova.Plenul Consiliului Concurenţei a constata că "TV Comunicaţii Grup" SRL a încălcat articolul 15 al Legii Concurenţei, care interzice discreditarea concurenţilor, defăimarea şi punerea în pericol a reputaţiei sau credibilității acestora. Mai exact, instituţia a stabilit că această companie care deţine licenţa televiziunii "RTR Moldova" a răspândit afirmaţii false despre activitatea şi produsele concurentului său "Casa Media Corp" SRL, căruia i-au fost aduse prejudicii.Constatările vin după ce, în 2018, "Casa Media Corp" SRL a reclamat că "TV Comunicaţii Grup" SRL răspândeşte informaţii false despre relaţiile dintre "Casa Media Corp" SRL şi beneficiarii de publicitate sau agenţiile de publicitate, iar prin aceasta manifestă concurenţă neloială cu scopul de a deturna clienţii.Autoritatea anticoncurenţială a stabilit că "TV Comunicaţii Grup" SRL a răspândit falsuri despre aşa-zisa "înţelegere de cartel" dintre întreprinderile "Casa Media Corp" SRL şi "Exclusiv Sales House" SRL, aşa cum, în cadrul investigaţiei, nu a fost probat comportamentul coordonat al acestor întreprinderi. De notat că "TV Comunicaţii Grup" SRL este parte a unui grup organizat de întreprinderi cu interese dubioase în audiovizualul moldovenesc, care parazitează spaţiul media din ţara noastră cu retransmisiuni. Potrivit mold-street.com, 50 la sută din acţiunile companiei "TV Comunicaţii Grup" SRL aparţin companiei "Rosmediakom", care este partenerul necomercial pentru proiectele media şi comunicaţiilor în masă din Federaţia Rusă.
