Thousands of foreign volunteers headed to Ukraine after Russia’s February 2022 invasion and are now fighting with regular Ukraine army units and a foreign legion. Dozens of foreign volunteers are wounded each month, according to the four fighters interviewed by Reuters. Of 20 Ukrainian Army patients admitted so far, nearly all since August, 16 have been foreign volunteers, according to Marcy Sanchez, a spokesman for the hospital. "The bureaucracy is just horrendous," said Craig Borthwick, lead medic for ReactAid, explaining the many layers of military, medical and government authorizations required.

A senior Biden administration official said the White House was "encouraged" by the number of U.S. firms considering India investments. An Indian industry source familiar with Micron's approvals said the so-called Assembly Testing Marking and Packaging will be built in the city of Sanand. Micron could procure and package chip for clients at the plant, or other companies could send their chips for testing before shipping. The Netherlands' government on Wednesday said it plans new restrictions on exports of semiconductor technology to protect national security, joining the United State's effort to curb chip exports to China. Dutch Trade Minister Liesje Schreinemacher announced the decision in a letter to parliament, saying the restrictions will be introduced before the summer. It specified one technology that will be impacted is "DUV" lithography, the second-most advanced machines that ASML sells to computer chip manufacturers. Major ASML customers such as Taiwan Semiconductor Manufacturing Co. and Intel are engaged in capacity expansions. ASML has never sold its most advanced "EUV" machines to customers in China, and the bulk of its DUV sales in China go to relatively less advanced chipmakers.

The US is tracking a suspected Chinese spy balloon, which has been hovering over Montana. Montana Senator Steve Daines said he feared it was targeting the state's nuclear missile base. Montana is home to the sprawling Malmstrom Air Force Base, which stores nuclear weapons. Malmstrom Air Force Base is one of three such bases in the US to contain Minuteman III intercontinental ballistic missiles, a strategic nuclear weapon. Malmstrom maintains 150 intercontinental ballistic missile silos across its 13,800-square-mile complex, according to The Telegraph.

Jan 10 (Reuters) - U.S. President Joe Biden will be in Canada in March in his first visit to one of the United State's top trading partners since taking office almost two years ago. Biden told Canadian Prime Minister Justin Trudeau about his travel plans in a bilateral meeting at the North American leaders' summit in Mexico City on Tuesday, according to statements from the White House and Trudeau's office. The United States is by far Canada's biggest trade partner, recording over C$1 trillion ($745.1 billion) in bilateral trade in goods and services in 2021. Canada does have some issues with Biden, who canceled a key oil pipeline from Canada to the United States on his first day in office. Washington and Ottawa also have clashed over rules governing lumber, dairy and autos under the United States–Mexico–Canada Agreement trade pact.
