President Volodymyr Zelensky of Ukraine spoke to the Times journalists Andrew Kramer, Philip P. Pan and Bill Brink for 50 minutes at the presidential office in Kyiv on Monday. This transcript of the interview has been edited and condensed for clarity. This is very important, and what we have always asked of President Biden — and not only President Biden, but the leaders of many countries — is that we want to use the weapons for defense. We don’t have long-range shells. You must understand that for the last year and a half, Ukraine hasn’t had any long-range shells.

Opinion: The Wagner mutiny shows Ukraine can win

What the Wagner showdown demonstrates is that, instead, now is the time to redouble support to Ukraine. It also means lifting all of the artificial constraints of what Ukraine can do with the weapons they are provided. Above all, the fear in some Western capitals of Ukrainian victory, and Russian defeat, must be overcome. Our unanimous conclusion is that the only way to make Europe safer from Russia lies through urgently increasing assistance to allow Kyiv to win. Arms supplies to Ukraine, and full backing for Kyiv to defeat and evict Russia’s invading army, are an investment in peace.

Drone attacks inside Russia carried into a second day, disrupting Moscow’s battlefield supply lines amid a marked increase in strikes against its logistics hubs that suggest the start of a much anticipated Ukrainian offensive is drawing near. The attacks, which Ukraine hasn’t commented on, are the latest in a string of apparent drone strikes and acts of sabotage on Russian territory. Military analysts say the attacks are focused on cutting off Russia’s supply route to its forces in southern Ukraine as Kyiv prepares the ground for its expected attempt to recapture parts of the area.
America’s Choice in Ukraine

A year of war in Ukraine hasn’t changed Vladimir Putin, and we hope Western politicians preaching “peace” were listening to his speech on Tuesday. The Russian promised nothing but more war and blamed the West for it. His choice in turn means there is only a binary choice for the West: Give Ukraine the weapons to win, or abandon Ukraine and live with the fallout for decades. It’s worth noting how little Mr. Putin’s ambitions have changed since he rolled over Ukraine’s border last Feb. 24. His humiliating failure to capture Kyiv in the war’s first days didn’t dissuade him from regrouping to attack the country’s east.
Why Ukraine Hasn’t Been a Boon to U.S. Defense Companies

Despite the importance of Lockheed Martin’s Himars rocket launchers to Ukraine’s defense against Russia, the company expects annual sales to fall. The quantities of arms the U.S. is sending to Ukraine are eye-catching: thousands of artillery shells and missiles, and hundreds of thousands of rounds of ammunition, just to name a few. The total security assistance package, now worth more than $27 billion, should in theory mean a big payday for major weapons producers. Yet the largest ground war in Europe since World War II isn’t translating into boom times for U.S. defense contractors. Hobbled by supply chain disruptions, a tight labor market and a Pentagon procurement process that can take years, arms makers have been struggling to respond to the soaring demand.
