But now I was in a line for something unexpected: to board a Russian warship docked in Havana’s harbor. When a Russian diplomat told me that starting on Thursday, the Admiral Gorshkov frigate would offer tours to the public for three days, I was somewhat skeptical. For years, the US Navy has struggled to complete repairs of its ships on time. To reduce workload at domestic shipyards and keep ships at sea, the US is looking for help overseas. That number has improved, but delays persist amid other challenges at Navy shipyards. Salvor was the first ship repaired in India following the signing of a Master Ship Repair Agreement with L&T Shipyard. "It's all hands on deck within the free world right now, and I think something like that would simultaneously enhance our ability to repair ships more quickly and also be a deterrent in the Pacific."

In 1966, the UK leased the US the remote, 17-square-mile Indian Ocean island of Diego Garcia. Diego Garcia is now a key US military base, and it is used as a launchpad for the Air Force. The future of the base is uncertain after the UN ruled the UK should return it to evicted islanders. A 2019 ruling from the UN's highest court said Diego Garcia and the islands around it were illegally taken by Britain and should be returned to the islanders who were evicted. In November 2022, officials from the UK and Mauritius, which claims sovereignty over the territory, began negotiations over the future of Diego Garcia in a bid to resolve "outstanding issues."
