CNN —The largest power-generating plant in Ukraine’s Kyiv region was reportedly destroyed in a Russian missile attack on Thursday as Moscow steps up its attacks on infrastructure. There were no casualties, and the attack has not resulted in power cuts in Ukraine’s capital region Kyiv or other regions supplied by Trypilska TPP. The plant was the largest supplier of electricity to the regions of Kyiv, Cherkasy and Zhytomyr, the Centrenergo statement said. The attack on the Trypilska plant follows a recent Russian attack that destroyed the company’s plant in the Kharkiv region, Zmiivska TPP, on March 22, according to the Centrenergo statement. But a new nationwide study that analyzed data from 300 million home sales and 60,000 wind turbines finds turbines’ impact on home values is much lower than previously thought – about a 1% drop on average for a home with at least one wind turbine within six miles. Even for homes close to a turbine, the study finds the negative impact to property value “diminishes and eventually disappears” within a decade. Getting the answer required building a massive mapping database of the distance between US homes and wind turbines, accounting for changes in topography and other factors. America's first commercial-scale offshore wind farm is officially open, a long-awaited moment that helps pave the way for a succession of large wind farms. The Biden administration has approved six commercial-scale offshore wind energy projects, and auctioned lease areas for offshore wind for the first time off the Pacific and Gulf of Mexico coasts. Tina Kotek said she was committed to developing a transparent roadmap for exploring offshore wind opportunities with the input of coastal and tribal communities. As a next step, BOEM said it will prepare an environmental assessment on the potential impacts of leasing offshore wind farms. The offshore wind industry in the U.S. is growing after lagging behind Europe for decades. The first auction of leases to develop commercial-scale floating farms was held in 2022, for five sites off the coast of California. The administration has set a goal of 30 gigawatts of offshore wind energy by 2030 using traditional technology that secures wind turbines to the ocean floor.

The estimated price tag for President Biden’s clean-energy and climate agenda has effectively doubled since the Inflation Reduction Act was signed into law a year and a half ago. That rising price tag may actually be good for reducing greenhouse gas emissions — and for the U.S. economy. The Inflation Reduction Act, which Democrats passed on a party-line vote in summer 2022, includes tax credits and other subsidies for low-emission energy technologies that are meant to help wean the nation from fossil fuels. The uncapped credits include incentives for manufacturers to build solar-panel or wind-turbine factories, and for consumers to buy electric vehicles. Budget scorekeepers have to estimate how popular those credits will be, in order to forecast how much they’ll cost.
