The ruling marked the latest instance of a federal judge blocking a law banning medical procedures for transgender youth. The judge said that amounts to a form of unconstitutional sex discrimination because a minor's sex at birth determines whether that child can receive a given form of medical treatment. The state argued that banning hormone therapy was justified by the risk that an individual may later in life regret the physical changes brought on by hormone replacement therapy. By contrast, research showed mental health benefits from allowing the treatment of gender dysphoria, the judge said.

Hua Hong shares opened 13% higher on Shanghai's tech-focused STAR Market, but quickly faltered. The Shanghai Composite Index (.SSEC) was down 0.6%, while Hua Hong's Hong Kong-listed shares declined more than 7%. The Education Department finalized a rule to allow state oversight into federal student-loan servicers. The rule is intended to protect borrowers from misleading behavior or inaccurate payment counts. The department concluded that the Higher Education Act of 1965 allows states to play a role in regulating federal loan servicers to better protect borrowers from misleading behavior. "States may consider and adopt additional measures which protect borrowers and can be harmonized with Federal law," it said. The notice does have some limits on what states can do, like ruling a federal loan servicer in a state cannot continue operations.

BEIJING, July 7 (Reuters) - China's President Xi Jinping, on an inspection tour of a major industrial province, renewed his call for greater innovation and technological self-reliance, as the United States intensifies curbs on Chinese access to advanced technologies. "With the rapid development of information technology and the emergence of disruptive technologies at any time, it is necessary to maintain a solid footing on the path of innovation and contribute to the realisation of high-level self-reliance in technology," Xi said. The United States is also considering restricting flow of its investments and know-how into Chinese companies working on advanced semiconductors, artificial intelligence and quantum computing. Yellen's trip to China comes weeks after a visit by Secretary of State Antony Blinken, who agreed with Xi that the mutual rivalry should not veer into conflict.
