CNN —The US embassy in London is refusing to pay more than $18.6 million in charges from unpaid congestion fees, according to Transport for London (TfL), which oversees the city’s vast transport network. The congestion charge was introduced in 2003 in order to stem traffic and pollution in central London. However, TfL is insisting that in agreement with the UK government, London’s congestion charge constitutes a service and not tax. As of December 31, 2023, a total of 161 embassies, high commissions and consulates owed more than $182 million combined in unpaid congestion charge fees, according to TfL data. According to TfL’s figures, the Japanese embassy owes the second highest amount from unpaid congestion charge fees, at around $12.8 million.

CNN —A few weeks ago, I gave the keynote speech at an inaugural conference on Black literacy exploring what the organizers called an “alarming literacy gap” between Black students and their peers. The White students even had their prom at the local country club while the Black students’ prom was held in the school gym. And since schools with high numbers of poor Black and Brown students tend to be drastically underfunded the correlation between poverty and lower academic achievement is hardly surprising. More than two-thirds attend schools in which only a minority of students are eligible for FRPL, schools where better funding and opportunities mean better outcomes. Research shows that integration raises the attainment levels of all students — not just those who are Black, Brown and poor.

Since last Wednesday, there have been 70 bomb hoaxes in airports in France, he said, adding that almost all of these alerts were sent from the same Swiss-based email address. BERLIN, Sept 19 (Reuters) - Germany's interior ministry is planning to force telecoms operators to slash the use of equipment from Huawei (HWT.UL) and ZTE in their 5G networks after a review highlighted an over-reliance on these Chinese suppliers, a government official said. Huawei currently accounts for 59% of Germany's 5G RAN networks, according to a survey by telecommunications consultancy Strand Consult. The interior ministry wants to present its approach to cabinet from next week but could face resistance from the ministry for digital affairs due to concerns it might affect Germany's already slow progress with digitalization. Germany is considered a laggard in implementing the European Union's toolbox of security measures for 5G networks. The interior ministry did not immediately reply to a request for comment.

New Delhi CNN —More than a dozen workers have been killed after a bridge under construction collapsed in northeast India Wednesday, the latest in a string of infrastructure failures that have resulted in multiple deaths in the country. The collapse of the bridge in the town of Sairang, Mizoram state, killed at least 17 people and injured several others, according to its chief minister, Zoramthanga, who goes by one name. “Pained by the bridge mishap in Mizoram,” Modi wrote on X, offering a sum of nearly $2,500 to the next of kin of those killed and $600 to the injured workers. Mizoram is a hilly, mountainous state near India’s border with Bangladesh and Myanmar. Last October, a recently repaired suspension bridge gave way in the town of Morbi in Gujarat, killing 135 people.
