CNN —Haiti’s Transitional Presidential Council has tapped former Prime Minister Garry Conille to return to the position during the government’s transition period, council president Edgard Leblanc Fils said Tuesday. Conille briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly. His appointment is a key step in the reconstruction of Haiti’s government, following the ouster of former Prime Minister Ariel Henry earlier this year. The new prime minister and the nine-member council must also select a cabinet and eventually lead Haiti to new elections. That foreign mission, led by Kenya, is now expected to arrive sometime in June.

They have a stranglehold on the country’s infrastructure, from police stations to seaports. They have chased hundreds of thousands of people from the capital. And they are suspected of having ties to the 2021 assassination of Haiti’s president. Western diplomats and officials say the influence and capability of many Haitian gangs are evolving, making them ever more threatening to the Kenyan-led multinational police force soon deploying to Haiti as well as the fragile transitional council trying to set a path for elections. With their arrival just days away, the 2,500 police officers will confront a better equipped, funded, trained and unified gang force than any mission previously deployed to the Caribbean nation, security experts say.

The move comes a month after Haitian Prime Minister Ariel Henry announced he would step down once the council is inaugurated and names a new prime minister and cabinet. CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. The violence has caused the internal displacement of approximately 313,900 people as of December 2023, according to the OHCHR. “All these practices are outrageous and must stop at once,” said the UN High Commissioner for Human Rights Volker Türk. “Widespread corruption and dysfunction of the justice system greatly contribute to the pervasive impunity for grave human rights violations, and they need to be addressed urgently,” said Türk. CNN —Dozens of US citizens have been evacuated from Haiti on a State Department charter flight as the country is paralyzed by escalating gang violence and political instability that has left once bustling streets vacant and necessities like food and gas scarce. The flight departed Sunday from Cap-Haitien on Haiti’s north coast and landed at the Miami International Airport, the State Department said. More than 30 US citizens were on the flight and government officials are now “assisting with next steps,” a State Department spokesperson said. “The security situation in Haiti is unpredictable and dangerous,” the State Department said in a statement Saturday announcing the flight. He remains sequestered in Haiti however, because he knows that leaving would mean his business would be looted and pillaged. Although formidable challenges lie ahead, the path to peace and stability in Haiti is possible with help from Washington.

Haiti’s prime minister, who has come under growing pressure to resign as gangs have overrun the country, said late Monday that he would step down once a transitional council had been established, to pave the way for the election of a new president and help restore stability. “The government that I lead will withdraw immediately after the installation of this council,” Prime Minister Ariel Henry said in a speech posted on social media. The government that I lead cannot remain insensitive to this situation.”But it was far from clear when Mr. Henry, who had been under growing pressure to step down both in Haiti and abroad, would actually do so. Leaders from Caribbean nations, who have led the push to create a transitional council, met for discussions in Jamaica on Monday but said no plan had been finalized. Guyana’s president, Mohamed Irfaan Ali, who leads Caricom, a union of 15 Caribbean countries, said that “we still have a long way to go.”

The U.S. military said Sunday that it had flown in forces to beef up security at the U.S. Embassy in Haiti and allow nonessential personnel to leave. "This airlift of personnel into and out of the Embassy is consistent with our standard practice for Embassy security augmentation worldwide, and no Haitians were on board the military aircraft," according to the Southcom statement. In many cases, nonessential personnel can include the families of diplomats, but the embassy had already ordered departure for nonessential staff and all family members in July. The personnel ferried out of the embassy may have simply been rotating out, to be refreshed by new staff.
