Skrmetti, arguing that the measure outlaws treatment for gender dysphoria in youths and “frames that prohibition in explicitly sex-based terms.”In the government’s petition to the court, Solicitor General Elizabeth B. House Republicans banded together on Friday to narrowly pass an $895 billion defense policy bill that would restrict access to abortion and transgender medical care in the military and eliminate all positions and offices of diversity, equity and inclusion across the Pentagon. The 217-to-199 vote, largely along party lines, reflected a dramatic shift in support for the annual National Defense Authorization Act, normally an overwhelmingly popular bill, since it emerged from a House committee last month with broad bipartisan support. Democrats turned against the bill in droves after Republicans insisted for the second year in a row on loading it with conservative policy dictates. The Biden administration’s new Title IX regulations that expanded protections for L.G.B.T.Q. students have been temporarily blocked in four states after a federal judge ruled that the Education Department overstepped its authority. The plaintiffs argued that the Biden administration’s interpretation of Title IX betrayed the law’s original purpose of prohibiting discrimination on the basis of sex. The new rules, which the Education Department released in April, disallow discrimination or harassment of students based on their gender identity, enshrining stronger protections for transgender students. However, the rules skirted some of the most divisive questions, stopping short of requiring schools to grant transgender students access to single-sex dorms or sports teams.

Transgender swimmer Lia Thomas lost her challenge against the Court of Arbitration of Sport in Switzerland — the world’s top court in matters of sporting fairness — to overturn the rules of World Aquatics that prevent transgender women from competing in women’s divisions. The ruling excludes transgender women who underwent male puberty, like Thomas, from participating in women’s races. By 2021, Thomas met the NCAA hormone therapy requirements to swim on Penn’s women’s team and did so for the 2020-21 and 2021-22 seasons. Thomas called the CAS decision “deeply disappointing” in a statement from her legal team, according to Athlete Ally. Last year, the governing bodies for track and field as well as cycling ruled that transgender women could not compete in women’s events.

Representative Kelly Armstrong won the Republican nomination for governor of North Dakota, The Associated Press said on Tuesday, defeating the state’s lieutenant governor, Tammy Miller, and positioning himself as the strong favorite in the general election. Key parts of a Florida law that bans gender transition care for minors and imposes hurdles on adults seeking transition care are unconstitutional, a federal judge ruled on Tuesday. Judge Robert L. Hinkle of Federal District Court in Tallahassee sided with advocacy groups and three families who had said that the law stripped them of parents’ rights to make medical decisions for their transgender children. In a 105-page order, Judge Hinkle said that “gender identity is real” and that a “widely accepted standard of care” includes puberty blockers and hormone treatments that Florida unlawfully banned. “The state of Florida can regulate as needed but cannot flatly deny transgender individuals safe and effective medical treatment — treatment with medications routinely provided to others with the state’s full approval so long as the purpose is not to support the patient’s transgender identity,” Judge Hinkle wrote.
