(Reuters) - First responders and volunteers from Trinidad and Tobago on Tuesday sought to contain an oil spill detected last week in the Caribbean country's waters and clean areas of Tobago island's coast already affected by the incident. Trinidad and Tobago's coast guard first spotted the spill on Feb. 7, about 6 kilometers off the coast of Studley Park, the chief secretary of Tobago's national assembly, Farley Augustine, said in a press conference on Sunday. "This is a national emergency here in Trinidad and Tobago," Prime Minister Keith Rowley said on Sunday, after saying that a vessel had capsized and made contact with a reef on the coastline, causing the spill. Reuters found at least three ships with similar names, and all their transponders were offline, LSEG vessel monitoring data showed. If the spill had happened further west, much of the oil could easily have gone to a key marine park.

The Caribbean nation has pushed to expand exploration to counter declines in its oil and gas production. A decision to award licenses was taken by the country's cabinet on Thursday on the recommendation of Trinidad and Tobago Energy Minister Stuart Young, the people said. Trinidad and Tobago's A&V Oil and Gas Ltd was recommended for the St. Mary’s block. The Aripero Block will go to Nabi Construction (Trinidad and Tobago) Ltd, while the Buenos Aires block is to be awarded to Trinity Exploration & Production Plc, the people said.

If not, the blocks will not be awarded, officials at the Ministry of Energy and the Cabinet told Reuters. The Caribbean country urgently needs new gas supplies to boost its liquefied natural gas (LNG) production. The Energy Ministry objected to the offers' conditional commitment to drill new wells and what it described as a meager signing bonus. BP’s president for Trinidad and Tobago operations, David Campbell, had urged movement on the bids saying BP needs to access deepwater fields for future output.

LNG producers in Trinidad have ramped up supplies to Europe this year amid buoyant demand and high prices. LNG to be handled by the plant will be sourced from the Atlantic LNG project. NGC said it will continue selling the fuel to customers in other regions and will evaluate the feasibility of LNG shipments via ISO containers that can be loaded onto feeder ships, or via small LNG carriers if economical. For shipments via LNG carriers, regasification terminals will be required at destinations.
