NEW YORK — President Joe Biden met with Vietnamese President To Lam for talks on Wednesday, aiming to deepen relations with the Southeast Asian country and manufacturing hub and counter its ties with China and Russia. Biden and Lam, the ruling Communist Party chief making his first visit to the U.S. as president, met on the sidelines of the United Nations General Assembly in New York. On meeting Biden on Wednesday, Lam hailed what he called Biden’s historic contribution to elevating bilateral relations. The Vietnam News Agency reported Lam told Biden that Vietnam was on the brink of a new era of development, and that it was a friend and reliable partner. “Vietnam will continue to firmly implement its foreign policy of independence, self-reliance, multilateralism and diversification,” Lam told Biden, the state media agency reported.

Honolulu (AP) — Investigators reviewing the emergency response to last year’s wildfire that killed 102 people on Maui said in a report released Friday they found “no evidence” Hawaii officials made preparations for it, despite days of warnings that critical fire weather was coming. The Hawaii Emergency Management Agency didn’t immediately respond with comment. Maui fire commanders discussed the forecast, but “no evidence of pre-event preparedness plans by the MFD were produced,” the report said. Maui County and the state use private contractors to help fight fires with water tankers and heavy equipment. And despite the warnings, the heads of the county emergency management agency and the Maui Fire Department were off-island that day, attending conferences in Honolulu.

CNN —Hawaii’s most controversial nature spot has once again become a center of concern, with 14 people recently arrested for accessing the Haiku Stairs on the island of Oahu according to officials. Eight of the 14 were arrested on September 3, although it’s not clear if they were hiking together. The Haiku Stairs, sometimes called the “stairway to heaven,” were closed to the public in 1987. In 2021, the Honolulu City Council voted to remove the Haiku Stairs. A local group called Friends of the Haiku Stairs is pushing back against the stairs’ removal, arguing that the $2.5 million process is too expensive.

A tropical storm warning was issued Friday for Hawaii’s Big Island as the storm known as Hone approached with 50 mph winds, forecasters said. Tropical Storm Hone is forecast to pass near or south of the island Saturday night into early Sunday, the National Hurricane Center said. A tropical storm warning was issued for Hawaii County, and swells could cause life-threatening surf and rip currents across the island chain on Saturday, the agency said. Across nine generations, Archie Kalepa’s family has seen the waterfront in Lahaina, a town on the island of Maui, undergo repeated transformation. Once the home of the Hawaiian Kingdom’s royalty, Lahaina’s shores over the centuries became a stop for whalers plundering the seas, for missionaries spreading the Christian gospel, for plantation owners who opened canneries to prepare their bounty of pineapples for export. More recently, tourists packed high-end galleries and shoreline restaurants that offered sunset meals of ahi tuna and taro. Relics of each of those layers of history were turned to ash a year ago, when an Aug. 8 inferno roared through Lahaina, killing at least 102 people. That would mean doing what for many has seemed unthinkable until now: transforming the famous waterfront by peeling back history, removing some of the gift shops, restaurants and beachwear boutiques that, before the fire, perched above the shoreline.

A drunk driver who killed four people and injured nine more when he crashed his SUV into a Long Island nail salon was driving 78 mph at the time of the crash, prosecutors said Thursday as the driver pleaded not guilty to a multitude of charges that include murder and vehicular manslaughter. Steven Schwally, 64, entered the pleas to a 38-count indictment for the deadly June 28 crash at the Hawaii Nail & Spa store in Deer Park. Prosecutors said in court papers that Schwally purchased two 375-milliliter bottles of Montebello Long Island Iced Tea at 11 a.m. on the day of the crash. Investigators determined that he was driving 78 mph (125 kph) one second before the crash, prosecutors said. Prosecutors said Schwally had no regular address and had been living in hotels for more than a year.

The insurance industry is setting homes on fire — just to make a point. The fires are controlled, kindled in a research lab or staged at training facilities used by fire departments. Across the United States, insurers lost $33 billion in 2023 on personal home and auto insurance, according to AM Best, a ratings agency for the industry. In California, where fires have consumed more than roughly 220,000 acres of land in just this year, major insurers like State Farm, Allstate and Farmers have all pulled back. CNN —Airport employees in Portland, Maine, were forced to clear out of the way when a Southwest Airlines jet on the morning of June 25 took off from a closed runway, according to air traffic control recordings. Controllers and pilots warned the crew of Southwest 4805 several times that the runway was closed, the recordings made by LiveATC.net show. “There’s an airport vehicle,” one voice warned over the radio. The Boston controller later told Southwest they departed three minutes before the runway reopened. The tower controller told the workers over the radio that he knew “you were on the runway and had to exit” because of the takeoff.

The government of Hawaii on Thursday settled a lawsuit with a group of young people who had sued the state’s Department of Transportation over its use of fossil fuels. It was the latest in a series of victories around the world in cases filed by young plaintiffs. The case was brought in 2022 and organized by Our Children’s Trust, a nonprofit organization that is pursuing similar cases in other states and federal courts, and Earthjustice, an environmental law firm. Last year a group in Montana, also organized by Our Children’s Trust, won their case against that state with a similar argument to the one presented in Hawaii. It also recognizes the constitutional rights of young people in the state to a clean and healthy environment.
