The Rapidan Dam, a feature of the southern Minnesota landscape for more than a century, was “in imminent failure condition.”“We do not know if it will totally fail or if it will remain in place,” officials said on Monday as dead trees and other debris piled up at the dam and floods overwhelmed the Upper Midwest. At one point, a support structure alongside the dam partly failed and gushing waters carved out a nearby cliff. Video footage showed a nearby building collapsing on itself and being sucked into the river. But by Tuesday, the main part of the dam was intact, and water flows were beginning to slow. “The Rapidan Dam, we think, is going to continue to hold up,” Bob Jacobson, the commissioner of the Minnesota Department of Public Safety, said late Tuesday afternoon after state officials flew over the dam to survey the damage.

A former Texas city councilwoman may pursue a lawsuit claiming that officials had abused their power by arresting her in retaliation for exercising her First Amendment rights, the Supreme Court ruled on Thursday. The court’s five-page opinion was unsigned, which is unusual in argued cases. Justice Samuel A. Alito Jr. issued a 16-page concurring opinion, writing only for himself. The unsigned opinion said an appeals court had taken “an overly cramped view” of the evidence required to prove a retaliatory arrest. The appeals court should have considered, the opinion said, objective evidence presented by the councilwoman, Sylvia Gonzalez, that the criminal law under which she had been charged had never been used in the county in similar circumstances.

A landslide in the Teton mountains destroyed part of a highway that links Idaho to Jackson, Wyo., forcing the authorities to close the road indefinitely on Saturday just as the area was entering its summer tourism season. No one was injured when a section of the Teton Pass “catastrophically failed,” the Wyoming Department of Transportation said in a statement on Saturday. The highway west of Jackson had been closed to traffic before the road gave way, and crews were working to build a detour around a section where a crack had appeared in the surface days earlier. When we don't get enough sleep, it can influence everything from how much money we make to our likelihood of developing dementia, heart disease, and diabetes.
