In the five years since they began their life together in the desert sprawl of greater Phoenix, Devon Lawrence and Eren Mendoza have bounced from one itinerant home to another. They have camped alongside a freeway off-ramp, using a gas station sink as their bath and a plastic tarp as their refuge from the relentless sun. For the last two years, they have crammed into rooms at motels, paying as much as $650 a week. Ms. Mendoza and Mr. Lawrence are both 32, and both have jobs. Yet they have been stymied in their reach for a modest dream: They cannot find an affordable home in a safe neighborhood in Phoenix, where rents have roughly doubled over the last decade.

CNN —A California man was arrested and charged Monday with allegedly smuggling potent, planet-heating greenhouse gases from Mexico, marking the first such prosecution in the US, according to a statement from the US Attorney’s Office for the Southern District of California. He is then alleged to have sold them for a profit on sites including Facebook Marketplace and OfferUp. These greenhouse gases are short-lived in the atmosphere, but powerful — some are thousands of times more potent than carbon dioxide in the near-term. “The illegal smuggling of hydrofluorocarbons, a highly potent greenhouse gas, undermines international efforts to combat climate change,” said David M. Uhlmann, the assistant administrator for the EPA’s Office of Enforcement and Compliance Assurance. In 2016, nearly 200 nations including the US agreed to the Kigali Amendment to reduce planet-heating pollution from these greenhouse gases.

On Monday, a California man became the first in the nation to be arrested and charged with smuggling the powerful gases into the United States, a felony offense, according to the United States Attorney’s Office for the Southern District of California. Mr. Hart then posted the refrigerants for sale on OfferUp, Facebook Marketplace and other sites, and sold them for a profit, federal agents say. Mr. Hart pleaded not guilty. He faces charges of conspiracy, importation contrary to law and sale of merchandise imported contrary to law. Attempts to reach lawyers for Mr. Hart were unsuccessful.

CIUDAD JUAREZ, Mexico (AP) — A giraffe named Benito started a 40-hour road trip Monday to leave behind the cold and loneliness of Mexico’s northern border city of Ciudad Juarez to find warmth — and maybe a mate — in his new home 2,000 kilometers (1,200 miles) to the south. With temperatures in Ciudad Juarez reaching as low as 39 degrees F (4 degrees C) Monday, Benito set off in a crate strapped to the back of a flat-bed truck. Benito is being transported across Mexico to Africam Safari park in central Puebla state where the low temperatures are about 20 degrees F warmer than in Ciudad Juarez. So he was donated to Ciudad Juarez. At the Africam Safari park, the giraffes live in a much larger space that more closely resembles their natural habitat.

Bella Lin, 17, started a side hustle to give her guinea pigs more quality of life. In those days, Lin let her three guinea pigs roam her parents' grassy, fenced-in backyard just outside of San Francisco. She assumed the first, Snoopy, had escaped and she continued letting her guinea pigs outside — until her dad watched an eagle fly away with another, she recalls. But the glass was too expensive to ship, and her smaller guinea pigs' feet got stuck in the floor. Lin has owned guinea pigs for years, and has kept up to 10 at one time, she says.

Shortly after midnight on Aug. 24, a driverless shuttle operated by General Motors ’ Cruise stopped in the middle of a street in downtown Austin, Texas. Then it veered off the road, jumped the curb and hit the side of a building, according to video footage and police reports. By the time officers showed up, Cruise employees had covered the vehicle with a tarp and were trying to dislodge it—a task complicated by the lack of driver’s seat or steering wheel.

Rajine Jones has a front-row seat to the Las Vegas Grand Prix, one of the most audacious events to roar into a city built on spectacle. On Saturday night, Formula One racecars will be hurtling down the Las Vegas Strip and buzzing past towering casinos, just outside the convenience store where Ms. Jones sells vape cartridges and energy drinks to tourists. But race organizers have shrouded the Strip in black tarp and fencing, and covered the glass on pedestrian walkways with white film and floodlights, obscuring the festivities from those without a $1,000 ticket. “They blocked it,” Ms. Jones said, looking out her front doors at a line of tarp-covered fence. “We can’t see nothing.”Race and county officials described the barriers and film as safety measures to protect the public and drivers.
