Siskel served in the White House Counsel's office for nearly four years when Biden was vice president under former President Barack Obama, including as deputy counsel, the White House said in a statement. "For nearly four years in the White House when I was vice president, he helped the Counsel’s Office navigate complex challenges and advance the president’s agenda on behalf of the American people," Biden wrote. He previously was a federal prosecutor for the U.S. Attorney’s Office in the Northern District of Illinois and was a clerk for then-Justice John Stevens on the U.S. Supreme Court, the White House said. Siskel replaces Stuart Delery, who is stepping down after serving as White House counsel since July 2022.

The group includes Treasury Secretary Janet Yellen, Attorney General Merrick Garland, White House budget director Shalanda Young and Council of Economic Advisers chair Jared Bernstein. This year's bipartisan debt ceiling deal keeps fiscal 2024 spending flat at this year's levels, allowing a 1% increase for fiscal 2025. The deal was approved by 149 House Republicans - a strong party majority - along with 165 Democrats.

The Senate, which Biden's fellow Democrats narrowly control, must approve the candidates, who were nominated to posts in Michigan, Pennsylvania, Connecticut and Washington, D.C., according to a White House statement. Republicans had blocked Democrats' efforts to temporarily replace Feinstein on the committee, which approves federal judges before they go for a vote before the full Senate. So far, the Senate has confirmed 122 of Biden's nominees to lifetime posts on the federal courts, according to the White House.

In a letter to House Oversight Committee Chairman James Comer (R., Ky.), White House counsel Stuart Delery said his office is reviewing Republicans’ requests for copies of documents that were found at Mr. Biden’s properties and internal communications about the issue. Mr. Delery said it was the White House’s goal to “accommodate legitimate oversight interests,” while also stressing the need to “protect the integrity and independence of law enforcement investigations.”
