The deputies and four minor children inside the home with Strawser weren't hurt, he added. The sheriff's office said Strawser and the three who were shot knew each other, so it wasn't a random home invasion. The plaintiffs argued in their lawsuit that the age minimum violated the Second Amendment because 18- to 20-year-olds were permitted to possess guns at the time of the United States' founding. Menendez wrote that she had "reservations" about the historical analysis demanded by the Supreme Court, noting that "judges are not historians." Circuit Court of Appeals recently upheld a 21-year age minimum for handgun purchases in Florida, based on 19th-century laws, but said those laws only concerned gun sales, not the right to carry guns. Human remains found in a shallow Ohio grave in 1991 are of a missing Columbus man, officials said Tuesday, marking another cold case homicide broken open by advancements in DNA and genealogical research. The dead man found more than 31 years ago is 21-year-old Robert Mullins, who had vanished two or three years earlier, state prosecutors and Pickaway County Sheriff's deputies said.
