Eastern countries hold out for more cash on EU climate deal
  + stars: | 2020-12-04 | by ( Kate Abnett | ) www.reuters.com + 0.00   time to read: +2 min
The latest draft of the climate deal, seen by Reuters, would commit the EU to cut emissions by “at least 55%” by 2030, from 1990 levels. The deal also includes a so-called “enabling framework”, sketching out a plan to deliver the goal, with assurances on EU funding and countries’ right to choose their own energy mix. EASTERN DISCOMFORTEU officials said several countries, including Poland, Hungary, the Czech Republic, Slovakia, Malta and Bulgaria, were not ready to endorse the latest text. Those include doubling an EU fund, made up of revenues from carbon trading, to help poorer countries invest in clean power. Denmark, Spain and the Netherlands are among the states pushing for a climate deal next week.

Is Land Rover’s New Defender SUV More Trouble Than It’s Worth?

Our guest this week, a 2020 Land Rover Defender 110 P400 SE, is about six months late to my party due to delays in production, trans-ocean logistics and overland delivery. Four-door 110 models are now arriving at U.S. dealerships, but production of the two-door 90 models at Nitra, Slovakia, has been set back. Defender shares engines and drivetrain components with the Discovery and other Jaguar Land Rover products; the chassis comprises heavy-duty versions of JLR’s long-travel multi-link suspension, adaptive dampers, and ride-height adjustable pneumatic springs. Defender does get its own, new and prodigious platform, a bonded aluminum monocoque that feels like it could shake off a land mine. Jaguar Land Rover (JLR) products have some of the worst reliability scores in the industry; and some Defenders already in-country have manifested serious problems.

Austria tightens security at churches, citing Vienna attack inquiry

FILE PHOTO: People pay their respects on the site of an Islamist shooting attack in Vienna, Austria, November 4, 2020. The attacker, a 20-year-old born and raised in Vienna, was shot dead by police after firing on passers-by and bars on Nov. 2. Austria is investigating 21 people and has remanded 10 in custody on suspicion of being connected to the attack. “The investigation’s findings currently show that it cannot be ruled out that the perpetrator also wanted to deliberately seek out victims in churches,” Interior Minister Karl Nehammer told a news conference. Much about what happened before the attack, including how the gunman got to the scene of his rampage in the centre of the Austrian capital, remains unknown.

Tech giant IBM plans to cut around 1 in 5 jobs across Europe, sources close to the matter told Bloomberg on Wednesday. The UK and Germany will see the most job cuts, the sources said, and roles in its legacy managed-infrastructure IT services business are most at risk. The UK and Germany will see the most job cuts, but staff in Poland, Slovakia, Italy, and Belgium will also lose their job, they said. The jobs cuts will lower costs at IBM's services unit, which has seen sluggish growth, they added. The job cuts should be completed by the mid-2021, one of the sources told Bloomberg.

BRUSSELS (Reuters) - Euro zone annual inflation was negative for a third consecutive month in October, matching a four-year low, as energy prices were around 8% lower than a year earlier. Without volatile energy and unprocessed food prices, what the European Central Bank (ECB) calls core inflation, prices rose 0.1% month-on-month and 0.4% year-on-year. An even narrower measure that also excludes alcohol and tobacco showed a 0.1% month-on-month and a 0.2% year-on-year increase. Across the euro zone, the highest inflation was 1.6% in Slovakia, followed by 1.2% in the Netherlands and by 1.1% in Austria. In the bloc’s largest and third largest economies, Germany and Italy, inflation was negative.

PRAGUE (Reuters) - Nearly half of Slovakia’s entire population took COVID-19 swabs on Saturday, the first day of two-day nationwide testing the government hopes will help reverse a fast rise in infections without a hard lockdown. Defence Minister Jaroslav Nad said on Sunday 2.58 million Slovaks took the test on Saturday, and 25,850 or 1% tested positive and must go into quarantine. The European Union country has 5.5 million people and aims to test as many as possible, except for children under 10. The government plans a second round of the testing next weekend to catch cases missed in the first round or those who got infected in the meantime. On Sunday, Slovakia reported 2,282 new cases through PCR tests, putting the total at 59,946, without those identified in the nationwide scheme, and 219 deaths to date.

LONDON—British Prime Minister Boris Johnson announced a nationwide lockdown in England, the latest move in a widening European effort to contain the coronavirus’s resurgence. As Europe sees record coronavirus cases and deaths, Slovakia is testing its entire adult population. WSJ's Drew Hinshaw explains how mass testing in the small country could help control the virus without strict nationwide lockdowns. The restrictions in England are looser than the lockdown imposed in the spring. Mr. Johnson said a wage-subsidy program that had been due to expire this month will be extended until December.
