Yet in over half of the shootings we identified, ICE agents never made an arrest. But Ramos still became one of dozens of people on the receiving end of an ICE agent's deadly force. A significant number of the shootings documented in the logs happened while ICE agents were off-duty or in plain clothes.

The problem underscores a widely held consensus that Virginia’s mental health care system is in urgent need of reform, due to what Gov. Improving mental health care became a priority in the U.S. like never before as the pandemic brought new levels of isolation, fear and grief, in addition to pre-existing crises such as rising drug overdose deaths and the struggles burdening teen girls. Survey data from the U.S. Substance Abuse and Mental Health Services Administration found that in 2022, about half of adults with any mental illness did not receive treatment. Elsewhere in the U.S., states' policy concerns and approaches to improving mental health care have varied. Mental health was listed as a budget priority in most states in an analysis by the National Association of State Budget Officers.

Atmospheric rivers caused downpours in the Bay Area on Wednesday, bringing cable car services to a halt, before moving on to Los Angeles and San Diego by Thursday. Officials in Santa Barbara County raised evacuation advisories to orders on Saturday, calling on residents to be at a "very high state of readiness." Heavy rain and extreme weather caused roadway erosion at San Onofre's lower parking lot, with images on social media showing sections of the lot collapsing onto the beach below. A Sunday update from the National Weather Service Weather Prediction Center predicted risks of rainfall exceeding flash flood guidance across swathes of the state with "high risk" — estimated at 70% probability — for San Diego and Orange Counties. The storm comes as the San Diego County Medical Examiner's Office announced it was investigating three deaths in late January as related to California's last encounter with heavy storms.

By Steve Gorman(Reuters) - A man who fatally shot eight people in Illinois over the weekend before taking own life as law enforcement closed in on him in Texas was a family relative to most of his victims, but his motives remain a mystery, police said on Tuesday. The suspect, 23-year-old Romeo Nance, shot himself to death on Monday night as U.S. marshals gave chase outside a gasoline station near San Antonio, Texas, ending a manhunt that began 24 hours earlier about 1,200 miles (1,930 km) to the north outside Chicago, police said. Will County sheriff's deputies tied that slaying to the getaway car used in the nearby shooting of another man who survived his attack with a leg wound. Dan Jungles, deputy chief sheriff, said Nance had an "extensive criminal history" but that getting answers to the killings may ultimately confound investigators. "We may never know the truth of the motive behind these senseless killings," he said.

Read previewA federal judge has, for the second time, postponed sentencing for six former Mississippi cops who pleaded guilty to a long list of state and federal charges for torturing two Black men. Sentencing had been set to begin on January 16, but a court hearing schedule shows that US District Judge Tom Lee has pushed back sentencing to March 19. In October, he granted motions from some former officers to delay sentencing after their attorneys said they needed more time to evaluate sentencing reports and prepare objections. The men admitted in August to subjecting Michael Corey Jenkins and Eddie Terrell Parker to numerous acts of racially motivated, violent torture. AdvertisementProsecutors say some of the officers called themselves the "Goon Squad" because of their willingness to use excessive force and cover up attacks.

Former President Donald Trump won't have his day in court in October a Georgia judge ruled Thursday, saying the high-profile defendant could sever his case from two co-defendants who want to move more quickly. Trial for two defendants – lawyers Kenneth Chesebro and Sidney Powell – will go ahead as scheduled Oct. 23. Those two invoked their right to a speedy trial, but other defendants have not yet done so. Fulton County District Attorney Fani Willis argued in a filing Tuesday night to try all 19 defendants at once.
