SAN DIEGO — The Home Depot agreed to a nearly $2 million settlement in a case that alleged it overcharged customers, charging more for items at checkout than the items' advertised prices. In an emailed statement responding to a request for comment about the settlement, Home Depot said, “To ensure consistency for our customers, we’ve updated the timing of our price changes." The settlement includes $1.7 million to be divided among the district attorneys' offices of Los Angeles, San Diego, Orange, Alameda, San Bernardino and Sonoma counties for consumer law enforcement. "This settlement is a clear message that such behavior will not be tolerated and underscores our commitment to safeguarding the rights of consumers in our community," Gascón said. Home Depot, based in Atlanta, reported in a proxy statement in May that it earned nearly $22 billion in operating profit for the 2023 fiscal year.

Bonnie McIlvaine has lived in three homes in San Diego County, all on the very same spot. The first was an unheated concrete-block house she bought in 1973 for $32,000. A newly divorced schoolteacher, Ms. McIlvaine wanted a break from urban living. She found herself in a small, hilly town with stretches of undeveloped brushland and woodland, not far from the coastal city of Carlsbad, Calif., where she worked. As she cast her eyes lovingly on the frumpy little building — or, more accurately, on the half acre it sat on — her real estate agent told her, “We can do much better; we’re going to look at tract houses.”But all Ms. McIlvaine could think of was that she had always wanted a horse, and maybe that could happen here.

The situation was so dire last year at one Walgreens store in San Francisco, employees resorted to padlocking frozen foods. The effort to undo some aspects of Prop 47 comes amid a broader check on some other liberal crime enforcement policies in America. Police data shows that larceny theft, which includes retail theft and car break-ins, is down 37% from this time last year. On Tuesday, San Francisco voters approved two ballot measures spearheaded by Breed. Last September, the state announced it would be sending $267 million to law enforcement agencies throughout the state to tackle organized retail theft.

Everything from banana peels and used coffee grounds to yard waste and soiled paper products like pizza boxes counts as organic waste. In Southern California, the nation’s largest facility to convert food waste into biogas has filed for bankruptcy because it’s not getting enough of the organic material. About three-quarters of communities are currently collecting organic waste from homes, said Rachel Machi Wagoner, CalRecycle’s director. CalRecycle hasn't tallied data yet on how much organic waste was diverted from landfills in 2023. Jurisdictions reported diverting 11.2 million tons (10.1 million metric tons) of organics at the end of 2022, up from 9.9 million tons (8.9 million metric tons) the prior year, Wagoner said.

Dorsey-Hollins followed school guidelines and kept her home when she had a cough or a sore throat — or worse — until she was completely better. During the pandemic, schools urged parents and children to stay home at any sign of illness. Fort Worth Independent School District, where Dorsey-Hollins’ youngest daughter attends kindergarten, advises staying home if a child has a cough, sore throat or rash. Some schools in San Diego County seem unaware of California's new guidance allowing kids to attend school while mildly sick, said Tracy Schmidt, who oversees attendance for the county Office of Education. It gives her hope that as more schools and parents learn about this guidance, students will miss less school.

Atmospheric rivers caused downpours in the Bay Area on Wednesday, bringing cable car services to a halt, before moving on to Los Angeles and San Diego by Thursday. Officials in Santa Barbara County raised evacuation advisories to orders on Saturday, calling on residents to be at a "very high state of readiness." Heavy rain and extreme weather caused roadway erosion at San Onofre's lower parking lot, with images on social media showing sections of the lot collapsing onto the beach below. A Sunday update from the National Weather Service Weather Prediction Center predicted risks of rainfall exceeding flash flood guidance across swathes of the state with "high risk" — estimated at 70% probability — for San Diego and Orange Counties. LOS ANGELES (AP) — The first of two back-to-back atmospheric rivers drenched Northern California on Thursday, flooding roads while triggering statewide storm preparations and calls for people to get ready for powerful downpours, heavy snow and damaging winds. Forecasters also said the Central Coast could see waves up to 18 feet (5.4 meters) high on Thursday and Friday. The storm came a week after heavy rain caused flooding that inundated homes and overturned cars in the county. Last winter, California was battered by numerous drought-busting atmospheric rivers that unleashed extensive flooding, big waves that hammered shoreline communities and extraordinary snowfall that crushed buildings. ___Associated Press journalists Nic Coury in Capitola, California, and Scott Sonner in Reno, Nevada, contributed to this report.

California Braces for Back-To-Back Atmospheric River Storms

The first of the back-to-back storms, both products of vast airborne currents of dense moisture called atmospheric rivers, was expected to hit Northern California on Wednesday and sweep over the Southern California coast on Thursday. Some roadways and streams could flood in Southern California on Thursday, though major bouts of inundation are less likely, according to Swain. "Suffice it to say there will be some flooding in Southern California," Swain said. A series of about a dozen atmospheric river storms lashed California in rapid succession last winter, causing mass evacuations, power outages, levee breaches and road closures in a state long preoccupied with drought and wildfires. The latest storms are expected to help improve the state's water supply picture, which is lagging at below-average levels so far this winter.

SAN DIEGO — Winter storms for relatively dry San Diego are hit-or-miss, but mostly miss, so the wallop of a Pacific front Monday stunned California's second-largest city even as it was expecting rain. It was the wettest January day on record in San Diego, the National Weather Service said. Residents in the Southcrest neighborhood just southeast of downtown had to be rescued by firefighters as standing water quickly surrounded their apartment complex, according to authorities and coverage from NBC San Diego. LOS ANGELES (AP) — Health officials in Southern California are warning people to avoid eating raw oysters from parts of Mexico after more than 200 people recently fell ill with suspected cases of norovirus. The Los Angeles County Department of Public Health has reported more than 150 suspected cases of gastrointestinal illness linked to raw oysters, while in San Diego County, health officials said Thursday that they had 69 confirmed and probable cases. That was based, at least in part, on the findings of an investigation conducted by San Diego County health officials. The California Department of Public Health warned consumers that raw oysters harvested from those locations may be contaminated with the norovirus, which can cause diarrhea, vomiting, nausea and stomach pain. The norovirus cases included both restaurant patrons and consumers who bought oysters at shops and ate them at home.

Reuters —A US appeals court said on Tuesday that Madrid’s Thyssen-Bornemisza museum may keep a painting by the French impressionist Camille Pissarro that the Nazis looted from a Jewish woman, rejecting an ownership claim that her heirs have pursued for more than two decades. The 3-0 decision by the 9th US Circuit Court of Appeals in Pasadena, California, came in one of the oldest Nazi art theft cases, which began in 2005 and reached the US Supreme Court two years ago. After learning where the painting was, Neubauer’s grandson, Claude Cassirer, petitioned for its return in 2001, and sued four years later.
