Elaborarea și implementarea unui mecanism de avertizare timpurie reprezintă o noutate pentru Republica Moldova. Analiza actuală propune un model de avertizare timpurie a războiului hibrid, care vizează monitorizarea, analiza și interpretarea unui set de indicatori de criză individualizați. Acesta își propune să faciliteze răspunsul guvernamental timpuriu împotriva riscurilor, amenințărilor și de combatere a amenințărilor și activităților hibride la adresa securității. Totodată, ar trebui identificat un buget pentru finanțarea personalului (10-12 persoane), facilități, asistență tehnică și instruire, pentru consolidarea unui centru național de avertizare timpurie, dar și celulelor de avertizare timpurie în instituții de resort naționale. *****Acest studiu este publicat în cadrul proiectului IPRE „Elaborarea unui mecanism de avertizare timpurie și răspuns eficient împotriva amenințărilor hibride”, susținut de Oficiul Ambasadei Regatului Țărilor de Jos în Republica Moldova.

Crearea unui sistem de avertizare timpurie pentru orice tip de amenințare necesită o bună înțelegere a acelei amenințări: semnalele sale, manifestările, mijloacele, domeniile țintite și impactul pe care îl generează. „Fiind echipați cu această înțelegere putem efectua o evaluare mai precisă și mai eficientă a amenințărilor, să înțelegem mijloacele, căile și finalitățile războiului hibrid. În baza acestora, putem identifica apoi părțile și aspectele slabe în mecanismul unei agresiuni interstatale de tip hibrid. Astfel, constatările autorului oferă premisa pentru crearea unui cadru conceptual în elaborarea contra-măsurilor, începând cu un sistem de avertizare timpurie. Notă Analitică IPRE a fost publicată în cadrul proiectului „Elaborarea unui mecanism de alertă timpurie pentru contracararea amenințărilor hibride”, implementat cu suportul Oficiului Ambasadei Olandei în Republica Moldova.
