CNN —Armenia will leave a Russia-led military alliance, Prime Minister Nikol Pashinyan confirmed Wednesday, accusing members of the bloc of plotting with bitter rival Azerbaijan to start a war against them. Since the collapse of the Soviet Union, Armenia and Azerbaijan have fought two wars over the breakaway Nagorno-Karabakh region, which Azerbaijan reclaimed in full by force in September. Russia has traditionally allied with Armenia, but their relations have soured in recent months while Moscow’s ties to Azerbaijan have deepened. Pashinyan confirmed to lawmakers that Armenia will withdraw from the Russia-led military alliance. Azerbaijan has also demanded that Armenia change its constitution to remove a reference to Karabakh independence, but Pashinyan has so far resisted the calls.

CNN —Russian President Vladimir Putin has replaced his defense minister Sergei Shoigu with a civilian, Andrey Belousov, citing the country’s rising military spending and the need for “innovation.”Shoigu had been “relieved” of his post of Minister of Defense by presidential decree and been appointed Secretary of Russia’s Security Council, Kremlin spokesperson Dmitry Peskov said on Sunday night local time. Shoigu would also become Putin’s deputy in Russia’s Military-Industrial Commission, Peskov said, while Nikolai Patrushev, the previous Secretary of the Security Council, would “transfer to another job.”Belousov, who previously served as first deputy prime minister, is a civilian. “Today on the battlefield, the winner is the one who is more open to innovation,” Peskov said. CNN —Russia on Wednesday vetoed a United Nations resolution that proposed a ban on the use of nuclear weapons in outer space amid US intelligence-backed concerns that Moscow is trying to develop a nuclear device capable of destroying satellites. In February, President Joe Biden confirmed the US has intelligence that Russia is developing a nuclear anti-satellite capability. It also called on UN member states not to develop nuclear weapons or other weapons of mass destruction designed to be placed in Earth’s orbit. The White House’s comments on the prospect of a Russian nuclear space weapon have deepened those concerns. Last year, Putin deployed tactical nuclear weapons to neighboring ally Belarus, and former Russian president and deputy chairman of Russia’s Security Council Dmitry Medvedev said strategic nuclear weapons could be used to defend territories incorporated into Russia from Ukraine.

The four men accused of carrying out Russia’s deadliest terror attack in decades appeared in a Moscow court on Sunday night bandaged and battered. Another was in an orange wheelchair, his left eye bulging, his hospital gown open and a catheter on his lap. One of the most disturbing videos showed one defendant, identified as Saidakrami M. Rajabalizoda, having part of his ear sliced off and shoved in his mouth. A photograph circulating online showed a battery hooked up to genitals of another, Shamsidin Fariduni, while he was being detained. How the videos began circulating was not immediately clear, but they were spread by nationalistic, pro-war Telegram channels that are regarded as close to Russia’s security services.

CNN —Russian President Vladimir Putin has ordered the country’s military to increase its number of troops by 170,000, as Moscow’s war in Ukraine enters its 22nd month. The increase would take the overall number of Russian military personnel to more than 2.2 million, including 1.32 million troops, according to the decree published by the Kremlin Friday. In August 2022, Putin ordered an increase of 137,000 troops by January 1, 2023, which put the military’s staffing at just over 2 million personnel, including 1.15 million troops. KYIV, Ukraine (AP) — Russia on Wednesday accused Ukraine’s Western allies of helping plan and conduct last week’s missile strike on the Black Sea Fleet’s headquarters on the annexed Crimean Peninsula. Unconfirmed news reports said Storm Shadow missiles provided to Ukraine by the U.K. and France were used in the attack on the headquarters. There was no comment from the U.K. Ministry of Defense, which in the past has declined to discuss intelligence-related matters. Russian state television stations on Wednesday showed Sokolov speaking to journalists in Sevastopol after handing awards to a Black Sea Fleet soccer team. The Black Sea Fleet confidently and successfully carries out the tasks assigned to it by the command.
