Under an 80-year-old treaty, the United States and Mexico share waters from the Colorado River and the Rio Grande, respectively. They say the lack of water from Mexico is propelling them into crisis, leaving the future of farming in the balance. Pain in both countriesThe water from Mexico goes to the Falcon and Amistad Reservoirs which straddle the border and provide water to homes as well and farms. To rely only on storms to reduce water scarcity would make Mexico “totally exposed to what nature decides about our water future,” UNAM’s Magnaña Rueda said. Ultimately, there needs to be a recognition that water sharing agreements must adapt to a changing climate, Rueda said.

Pablo Beltran, head of leftist guerrilla group National Liberation Army (ELN), speaks with members of the media in Caracas, Venezuela January 21, 2023. It would also appear to undermine repeated reassurances by ELN leaders that the group is united behind talks. The three security sources said some 2,300 of the ELN's total 5,850 members were seen as likely to reject the deal. The ELN talks, which restarted in November 2022, are the most advanced of Petro's peace efforts, which also include conversations with crime gangs like the Clan del Golfo. "We don't deny the risks that could come from a dialogue that doesn't acknowledge that reality," Rueda said, but added that orders from national ELN leaders are respected by fighters.

There was a first cycle of talks last year in Caracas to end the guerrillas' part in nearly six decades of war. The about-face on the ceasefire came after ELN said it had not agreed to it. "In said cycle, the issue of society's participation in peace building will be addressed. Colombia and the ELN said they would jointly examine progress in implementing agreements reached during the first cycle of talks and agreed to keep communication channels open even when not at the negotiating table.

MADRID, Dec 25 (Reuters) - Six people died and two were injured after a passenger bus careened off a bridge and plunged into an overflowing river in northwestern Spain, emergency services said on Sunday. Two survivors - the vehicle's 63-year-old driver and a female passenger - were pulled out of the river by firefighters with rope and taken to nearby hospitals with varying degrees of injury. The spokesperson added that the search-and-rescue operation around the bridge had now concluded, while engineers attempted to find a way to safely recover the wreckage from the river Lerez. Shortly afterwards, they received a second call from inside the bus as it was filling up with water. The river remained above its overflow threshold throughout the night, forcing emergency rescue workers to suspend the operation for nearly two hours before resuming in the morning.
