SAN PEDRO SULA, Honduras — Tropical Storm Sara made landfall in northern Honduras late Thursday and threatened to dump torrential rains across parts of Central America and southern Mexico. Sara hit land about 105 miles west-northwest of the Cabo Gracias a Dios on the Honduras-Nicaragua border, according to the U.S. National Hurricane Center in Miami. The center said that along the way Sara was forecast to drop 10 to 20 inches of rain, even up to 30 inches in isolated areas. Sara was forecast to pass over or very near the tourist destination of Roatan off Honduras’ coast on Sunday. The storm was then expected to turn northwesterly toward Belize and the Yucatan Peninsula.

I've sailed on both a Royal Caribbean and a Virgin Voyages cruise ship. The Virgin Voyages cruise cost $4,000 more, as it was a luxury, adults-only ship in a higher-tier cabin. The Virgin Voyages cruise was more worth the price, but the Royal Caribbean ship was great for families. Royal Caribbean and Virgin Voyages offer completely different experiences. The seven-night Caribbean cruise took me to Roatán, Honduras; Cozumel and Costa Maya, Mexico; and Royal Caribbean's private island in the Bahamas.

In a letter to Secretary of State Antony Blinken and Trade Representative Katherine Tai seen by Reuters, 33 lawmakers said that investor-state dispute settlement (ISDS) systems in trade deals constitute a "problematic corporate handout" that violates countries' sovereignty and democracy rights. The Democrats signing the letter said the case could require impoverished Honduras to pay billions of taxpayer dollars to a company that has "weaponized" the dispute settlement provisions. The dispute settlement provisions had been a way to protect U.S. firms from abrupt changes in trading partners' government policies by providing recourse through arbitration. The letter cited Georgetown University research tallying $27.8 billion in ISDS settlement orders against Latin American governments, with Argentina, Venezuela, Peru, Mexico and Ecuador the worst hit.

A Virgin Voyages passenger died after falling from a balcony on the Valiant Lady cruise liner. The person struck another passenger, but that person was not seriously injured. The cruise ship was redirected back to Miami before departed again with a changed itinerary. The passenger who fell also struck another passenger on the lower deck, but that person was not seriously injured, per the spokesperson. He also said Virgin Voyages has been very accommodating and offered passengers future cruise credits.

MEXICO CITY — Hurricane Lisa made landfall Wednesday near Belize City, in the Central American nation of Belize. The U.S. National Hurricane Center said Lisa had maximum sustained winds of 85 mph at landfall. The storm’s center was about 10 miles southwest of Belize City and moving west at 12 mph. The hurricane center warned of the danger of flooding and mudslides from heavy rains. Far out in the Atlantic, Tropical Storm Martin rose to hurricane strength Wednesday, but forecasters said it posed no immediate threat to land.

Tropical Storm Lisa strengthened Tuesday as it pushed across the western Caribbean south of the Cayman Islands and was forecast to make landfall, likely as a hurricane, in Central America as early as Wednesday. And Mexico was also preparing as Lisa was forecast to strengthen in warm tropical waters and strike Belize late Wednesday. The U.S. National Hurricane Center said Lisa had maximum sustained winds of 65 mph and was moving west at 15 mph. A hurricane warning was in effect for Roatan and the other Bay Islands of Roatan, and Guatemala declared a warning for its entire Caribbean coast. Hurricane expert Philip Klotzbach, a Colorado State University meteorologist, tweeted that Lisa would be the first hurricane to make landfall in Belize during November since 1942.

Weather models show Lisa's heavy rains and dangerous winds likely targeting some top tourist destinations in Belize, Guatemala and Mexico's Caribbean-facing Yucatan Peninsula, dotted by beach resorts, pristine coral reefs and Mayan ruins. The Category 1 hurricane was about 35 miles (60 km) east-southeast of Belize City, a major port, packing maximum sustained winds of 80 miles per hour (130 km per hour), the Miami-based NHC said in a bulletin. Belize's national emergency organization said borders would close at 2 p.m. (2000 GMT), with ports and airports shuttering. President Alejandro Giammattei of neighboring Guatemala told a news conference food rations were being sent to vulnerable areas.

Weather models show Lisa's heavy rainfall and powerful winds will likely target tourist destinations in Belize, Guatemala and Mexico's Caribbean-facing Yucatan Peninsula, dotted by beach resorts, pristine coral reefs and Mayan ruins. The eye of Lisa, now at Category 1 strength, is currently located about 5 miles (8 km) south of Belize City, the tiny Caribbean country's commercial hub, as it churns westward. Palm trees buckled as winds picked up in the Caribbean port city, as residents reported water and power outages plus some flooding. The Belize government's emergency services announced on Wednesday afternoon a state of emergency including a curfew across two districts covering large swathes of its Caribbean coast through Thursday.
